Parks and Recreation Advisory Board Meeting Wednesday, November 8, 2023, at 6:00pm Location: Main Street Station – 2nd Floor, Suite 221-A Meeting Agenda: 1. Introduction – Determination of Quorum a. Attendees: i. Board: Ryan Ford, Bridgett Perry, Malica Evans, Josh Rudy, Linda Sheppard, Sara Brinson ii. Staff: Katy Keller (Director), Maura Reed (Recreation Coordinator) iii. Guests: Mary b. Linda motioned to start the meeting with Josh seconding the motion. 2. Approval of May, June, August & September 2023 Meeting Minutes a. Josh motioned to approve the meeting minutes; Bridgett seconded the motion. 3. Roll Call 4. Public Input a. No public input at this time. 5. Establish of Committee Chair & Secretary a. The group discussed the options on who will be the new Committee Chair and Secretary. Ryan did not want to be renewed as the Chair to allow someone else the position. Josh volunteered to be Chair and Bridgett volunteered to be Secretary i. Sara motion to agree to the change of chair and secretary, Linda and Malica seconded 6. PARAB By-Laws & Ordinances a. Katy reviewed PARAB code of ordinances such as attendance requirements, roles (chairperson only votes in case of a tie). She mentioned that the PARAB Ordinances are filed with the state so changes will not be made. Katy discussed Zoom streaming future meetings so members can tune in but with the understanding that those who do will not be counted as quorum nor can vote. b. The question of subcommittees was broached at past meetings but after review and per the ordinances, there can be no subcommittees for PARAB 7. Project Updates a. Katy shared the 2024 meeting schedule to be reviewed and agreed upon by the board i. Josh motion to approve, Bridgett seconded b. Community House  i. The Parks Department is still waiting for permits but once the renovations have started, the timeline for finishing is four (4) months. The plan is for this to be the new meeting space for all town meetings c. Basketball/Tennis Courts i. Quotes and bids have been received. A contract has been sent, and we are awaiting completion. Once a timeline is established, we will put out signs to let the public know to expect the courts to be closed for refurbishing d. Pop-up Park i. The groundwork for grass was laid and we are waiting for dormant sod to be placed. This park was a gift from Chatham Park instead of way-finding signs. The idea is for this to be a 5-year park. The Pittsboro (PBO) Homecoming kickoff will be on November 18th. Katy showed a map of the park and explained the layout of the park. Sara’s daughter, Sorrel, asks for an underground playground with a dome circular space e. Discussion of Chatham Park Development and Park Spaces i. Katy asked that the group think about what our needs and desire are for this area f. Moncure Road Park i. The proposed Skate Park topic was brought up, and Katy explained that ideally this will be at the Moncure Road Site. Katy asked for members to start brainstorming park name ideas for the Moncure Road Park g. Ryan suggested public/private partnership for something big and fancy like an ice rink h. Lewis Freeman Park i. Katy explained that the Lewis Freeman Park is not on our radar right now ii. This park is not within Downtown limits, so the grant was not granted 8. Upcoming Programs & Events a. Maura provided an update on the Christmas Parade, which is to be held on Sunday, December 10th. She also asked that if anyone had any ideas for Spring programs to share them as soon as possible since she would like to finalize the 2024 Spring Program Guide in December. 9. Questions & Comments a. Linda announced that she will be leaving PARAB and Pittsboro. This leaves a board member vacancy 10. Adjournment a. Next Meeting Scheduled: January 10, 2024 b.
