Receive and File the Treasurer’s Report for the Quarter Ending June 30, 2026 An Investment Summary Report is provided to the City Council for review for each fiscal quarter. The report includes the combined detailed information of the City and the Successor Agency's (Agency) investments, which are compliant with the City and Agency's Investment Policies. This Treasurer's Report is for fiscal quarter ending June 30, 2026. 4. Adoption of a City Council Resolution Accepting the Military Equipment Annual Report, Determining the Use of Equipment Complied with Policy 706, and Determining Policy 706 will Continue State law requires the Police Department to provide the City Council with an annual report on military equipment use. Upon review of the report, the City Council is to determine whether use of the equipment complied with existing policy, and whether to continue with the policy or make any changes. 5. Adoption of a City Council Resolution Authorizing the City Manager to Execute a Consulting Services Agreement with Raney Planning and Management, Inc. for Environmental Review for the Baillie Communication’s Contractor’s Yard Expansion Project (AP-25-0071) and Lara's Concrete Contractor's Yard Project (AP-26-0014) The item would authorize the City Manager to execute a Consulting Services Agreement with Raney Planning & Management, Inc. for environmental review services to comply with the California Environmental Quality Act (CEQA) for the Baillie Communication’s Contractor’s Yard Expansion Project (AP-25-0071) and Lara's Concrete Contractor's Yard Project (AP-26-0014). 6. Adoption of a City Council Resolution Authorizing the City Manager to Execute a Consulting Services Agreement with Raney Planning and Management, Inc. for Environmental Review for the McCampbell Analytical Expansion Project, AP-25-0061 The item will authorize the City Manager to execute a Consulting Services Agreement with Raney Planning & Management, Inc. for environmental review services to comply with the California Environmental Quality Act (CEQA) for the McCampbell Analytical Laboratory Expansion Project, AP-25- 0061. 7. Adoption of a City Council Resolution Authorizing the City Manager to Execute the Second Amendment to the Consulting Services Agreement with HdL Coren & Cone The City proposes to amend the Consulting Services Agreement (Agreement) with HdL Coren & Cone (HdL) for property tax management, information and audit services, extending the Agreement for a two-year period, expiring August 31, 2028. 8. Adoption of a City Council Resolution Authorizing the Filing of Applications for Funding Assigned to the Metropolitan Transportation Commission, and committing any necessary matching funds and stating assurances to complete the project in accordance with program requirements. The Metropolitan Transportation Commission (MTC) administers grant programs that provide funding to eligible local agencies for transportation projects that improve bicycle and pedestrian safety throughout the nine-county San Francisco Bay Area. As a condition of applying for these funds, MTC requires an applicant's governing body to adopt a resolution authorizing the submission of up to two grant applications, committing any required local matching funds, and providing assurances that the project will be completed in accordance with program requirements. Adoption of the proposed resolution will authorize the City to submit applications for two eligible One Bay Area Grant (OBAG 4) funding opportunities administered by MTC and satisfy the agency's application requirements. Project scope, funding requests and local match for each project were recommended by the City’s Infrastructure and Transportation Subcommittee (Subcommittee). NOTICE TO THE DISABLED AND VISUALLY OR HEARING IMPAIRED In compliance with the Americans with Disabilities Act, the City of Pittsburg will provide special assistance for disabled participants. TECHNOLOGY DISRUPTION, DECORUM, AND DISRUPTIVE BEHAVIOR The Technology Disruption, Decorum, and Disruptive Behavior policy for City Council Meetings was adopted to comply with Senate Bill 707 (2025). Pursuant to the policy, standards of decorum require in-person and remote public participants are to address the City Council as a whole, not individual members or staff; comments must be about the subject matter jurisdiction of the legislative body or agenda item, as applicable. In the event of willful disruption, the legislative body may order the room cleared, or the disruptive individual removed in compliance with state law. In the event of a technological disruption affecting remote participation, an announcement will be made, a recess will be called, staff will attempt to restore service, and the meeting may be resumed even with ongoing technological disruption if the legislative body makes findings required by state law. Aprobación de la Resolución del Concejo Municipal que autoriza al Gerente Municipal a ejecutar la Segunda Enmienda al Acuerdo de Servicios de Consultoría con HdL Coren & Cone. La Ciudad propone modificar el Acuerdo de Servicios de Consultoría (Acuerdo) con HdL Coren & Cone (HdL) para la gestión de impuestos sobre la propiedad, información y servicios de auditoría, ampliando el Acuerdo por un periodo de dos años, con vencimiento el 31 de agosto de 2028. 9. Adopción de una resolución del Concejo Municipal que autoriza la presentación de solicitudes de financiación asignadas a la Comisión Metropolitana de Transporte, y que compromete los fondos de contrapartida necesarios y se garantiza la finalización del proyecto conforme a los requisitos del programa. La Comisión Metropolitana de Transporte (MTC) administra programas de subvenciones que proporcionan financiación a agencias locales elegibles para proyectos de transporte que mejoren la seguridad de bicicletas y peatones en toda el Área de la Bahía de San Francisco, que abarca nueve condados. Como condición para solicitar estos fondos, MTC exige que el organismo regulador del solicitante adopte una resolución que autorice la presentación de hasta dos solicitudes de subvención, comprometa los fondos locales de contrapartida necesarios y proporcione garantías de que el proyecto se completará conforme a los requisitos del programa. La adopción de la resolución propuesta autorizará a la ciudad a presentar solicitudes para dos oportunidades elegibles de financiación One Bay Area Grant (OBAG 4) administradas por MTC y a cumplir con los requisitos de solicitud de la agencia. El alcance del proyecto, las solicitudes de financiación y la contrapartida local para cada proyecto fueron recomendados por el Subcomité (Subcomité) de Infraestructura y Transporte de la ciudad. Existe un límite de 90 días para presentar un recurso ante el Tribunal Superior contra determinadas decisiones y órdenes administrativas de la ciudad que requieran una audiencia legal, la recepción de pruebas y el ejercicio de la discreción. El plazo de 90 días comienza en la fecha en que la decisión es definitiva (Sección 1094.6 del Código de Procedimiento Civil). Además, si impugnas una acción tomada por el Ayuntamiento en los tribunales, puede que la ley de California, incluida pero no limitada a la Sección 65009 del Código de Gobierno, te limiten a plantear solo aquellas cuestiones que tú o otra persona planteen en la audiencia pública, o en correspondencia escrita entregada al Ayuntamiento antes o durante la audiencia pública. AVISO A PERSONAS CON DISCAPACIDAD VISUAL O AUDITIVA En cumplimiento con la Ley de Estadounidenses con Discapacidades, la ciudad de Pittsburg proporcionará asistencia especial a los participantes con discapacidad. A petición, se pondrá a disposición una agenda para cualquier reunión en formatos alternativos apropiados. La Cámara del Consejo está equipada con amplificadores de sonido para uso de personas con discapacidad auditiva. Las unidades funcionan en conjunto con el sistema de sonido de la Cámara. DISRUPCIÓN TECNOLÓGICA, DECORO Y COMPORTAMIENTOS DISRUPTIVOS La política de Disrupción Tecnológica, Decuento y Comportamiento Disruptivo para las Reuniones del Consejo Municipal fue adoptada para cumplir con el Proyecto de Ley del Senado 707 (2025). De acuerdo con la política, los estándares de decoro exigen que los participantes públicos presenciales y remotos se dirijan al Consejo Municipal en su conjunto, no a miembros individuales o empleados; los comentarios deben referirse a la jurisdicción del órgano legislativo o al punto del orden del día, según corresponda. En caso de interrupción intencionada, el órgano legislativo puede ordenar que se desaloje la sala o que se desaloje a la persona disruptiva en cumplimiento de la ley estatal. En caso de una interrupción tecnológica que afecte a la participación remota, se hará un anuncio, se convocará un receso, el personal intentará restablecer el servicio y la reunión podrá reanudarse incluso con la interrupción tecnológica en curso si el órgano legislativo emite conclusiones exigidas por la ley estatal.
