Regular Meeting Minutes – January 10, 2024 The Blighted Property Board of the City of Pittston met in regular session on November 08, 2023 at 2:00 PM in the Conference Room, City Hall, Pittston. Shannon Bonacci called the meeting to order at 2:00 PM and upon roll call, the following members were present: Lombardo, Murphy and Bonacci. Also, in attendance were Jenna Strzelecki, Director of Human Resources/ Community Development Specialist, Brian Swartwood Community Development Specialist, and 3 members of the public. MINUTES: On a motion by Murphy, seconded by Lombardo, and by unanimous vote of all members present, the November 8, 2023 Meeting Minutes were approved. At this point of the meeting a request from Lombardo with the agreement of Murphy and Bonacci the discussion of 18-20 Morgan Lane in old business was moved to this point of the agenda and voted on. Bonacci presented the Board the property Fact Evaluation submitted by Codes Enforcement Officer Harry Smith and photographs for 18-20 Morgan Lane (72-E11NE2- 022-046-000). After discussion by the Board, on a motion by Murphy, seconded by Lombardo and by unanimous vote of all members present the Board voted to table and request more information regarding 18-20 Morgan Lane. Joseph Dessoye, Esquire was present to represent the owner of 18-20 Morgan Lane, Thank You Next LLC. It was presented to the board that the owner bought the property at a tax sale 2 years ago but has been in litigation due to title issues and the property has sewer problems. According to Attorney Dessoye new windows and siding have been installed. It was agreed that Attorney Dessoye and the owner will be given 30 days to decide if they want to sell or develop the property and once decided will contact Bonacci. PUBLIC COMMENT: There was no public comment. NEW BUSINESS: Page 1 of 3 There was no comment. OLD BUSINESS: Bonacci presented the Board the property Fact Evaluation submitted by Codes Enforcement Officer Harry Smith and photographs for 34 North Main Street (72- E11NE3-015-006-000). After discussion by the Board, on a motion by Lombardo, seconded by Murphy and by unanimous vote of all members present the Board voted to table and request more information regarding 34 North Main Street. Bonacci presented the Board the property Fact Evaluation submitted by Codes Enforcement Officer Harry Smith and photographs for 396-398 North Main Street (72- D11SE3-007-011-000). After discussion by the Board, on a motion by Lombardo, seconded by Bonacci and by unanimous vote of all members present the Board voted to declare 396-398 North Main Street Blighted and to adopt a Resolution (#59) to that effect. Bonacci presented the Board the property Fact Evaluation submitted by Codes Enforcement Officer Harry Smith and photographs for 400-402 North Main Street (72- D11SE3-007-010-000). After discussion by the Board, on a motion by Lombardo, seconded by Bonacci and by unanimous vote of all members present the Board voted to declare 400-402 North Main Street Blighted and to adopt a Resolution (#60) to that effect. Both 396-398 North Main Street (72-D11SE3-007-011-000) and 400-402 North Main Street (72-D1SE3-007-010-000) have the same owners. Bonacci presented the Board the property Fact Evaluation submitted by Codes Enforcement Officer Harry Smith and photographs for 27 Morgan Lane (72-E11NE2- 022-007-000). After discussion by the Board, on a motion by Bonacci, seconded by Lombardo and by unanimous vote of all members present the Board voted to declare 27 Morgan Lane Blighted and to adopt a Resolution (#61) to that effect. OTHER BUSINESS: The next meeting will be March 13, 2024 at 2:00 PM in City Hall Basement Conference Room.
