1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG
The Mayor called the meeting to order at 6:01 P.M. and the Pledge of Allegiance
to the Flag was recited.

3. ANNOUNCEMENTS/PRESENTATIONS TO THE PUBLIC
3.1 Gold Bug Park Award (Mr. Youel)
The Director of Community Services announced the Gold Bug Park
Development Committee had received a Service Award of Excellence from
the California Park and Recreation Society for Champion of the

Community; an award that honors and recognizes individuals or
organizations who have contributed significant effort to influence and
improve the quality of their community through parks and recreation. The
City Council praised the efforts of the Gold Bug Park volunteers and staff
members, Steve Youel and Matt Lishman, for the Park’s ongoing success.
3.2 Brief Comments by City Council
Vice-Mayor Thomas encouraged the public to participate in the 2017 Rise
& Shine Community Day of Service event happening on Saturday, April
29th.
Mayor Clerici announced May is Bike Month and shared the following
events:
May 4th, El Dorado Hills Ride, 11:30 A.M.
May 5th, Blue Oak Bike to School Day
May 5th, Cameron Park Community Ride, 6:30 P.M.
May 7th, The Great Scott Ride
May 10th, National Bike to School Day
May 10th, Northside Bike to School Day
May 13th, Schnell School Bike Rodeo and Family Ride, 9:00 A.M.
May 19th, Bike to Work Day (Bike to Work with the Mayor), 7:00 A.M.
May 21st, 5th Annual Apple Blossom Bike Tour
May 23rd, Annual Great Bike Ride – Govt. Center, 12:00 P.M.
May 31st, Badge awarded to anyone logging a trip or miles this day.
4. CLOSED SESSION REPORT – City Attorney Driscoll
The City Attorney reported that, with all council members present, the claim of
Mary Stahl, Item 1, was unanimously rejected, and no reportable action was
taken in regards to Item 2 in Closed Session.
5. ADOPTION OF AGENDA
It was moved by Councilmember Borelli and seconded by Councilmember
Wilkins that the City Council adopt the agenda as presented. The motion was
passed by the following vote:
AYES: Acuna, Borelli, Clerici, Thomas, Wilkins
NOES: None
ABSENT: None
ABSTAIN: None
6. CEREMONIAL MATTERS
6.1 Introduction of Chief of Police, James Ortega (Mr. Morris)

Mayor Clerici introduced the City’s new Chief of Police, James Ortega.
6.2 Certificate of Appreciation for Interim Chief of Police, Dan
Drummond (Mr. Morris)
Mayor Clerici presented a certificate of appreciation to Dan Drummond.
7. PUBLIC COMMENT – BRIEF – NON-AGENDA ITEMS
7.1 Written Communication
The City Manager stated no written communication had been received.
7.2 Oral Communication
Oral communication was received from Rebecca Green, Don Vandekar,
Art Edwards, Melody Blair-Moore, Amanda Carrillo, Lorraine Nadeau,
Patricia Caramagno, and Peggy Monahan regarding the homeless
problems in Placerville and the need to help.
8. CONSENT CALENDAR
NOTE: All matters listed under the Consent Calendar are considered routine
and will be enacted by one motion by roll call vote unless any member of the
Council wishes to remove an item for discussion. The reading of the full text of
all Resolutions will be waived unless a Councilmember requests otherwise.
8.1 Approve the Minutes of the Regular City Council Meeting of April
11, 2017 (Ms. O’Connell)
Approved the minutes of the regular City Council meeting of April 11, 2017.
8.2 Approve the Accounts Payable Register (Mr. Warren)
Approved the accounts payable register.
8.3 Approve the Payroll Register (Mr. Warren)
Approved the payroll register.
8.4 Adopt a Resolution Authorizing the Destruction of Police Records
(Chief Ortega)

No public comment was received on the Consent Calendar. It was moved by
Councilmember Acuna and seconded by Councilmember Borelli that the City Council
adopt the Consent Calendar as presented. The motion was passed by the following
vote:
AYES: Acuna, Borelli, Clerici, Thomas, Wilkins
NOES: None
ABSENT: None
ABSTAIN: None

12.1 Consider a Request for a Leave of Absence from Planning
Commissioner Peter Wolfe (Mr. Rivas)
The Director of Development Services explained the item. No public
comment was received. Following Council discussion, it was moved by
Councilmember Wilkins and seconded by Councilmember Acuna that the
City Council grant the request for a leave of absence from Planning
Commissioner Peter Wolfe. The motion was passed by the following vote:
AYES: Acuna, Borelli, Clerici, Thomas, Wilkins
NOES: None

13. COUNCIL REPORTS FROM OTHER AGENCY MEETINGS
• El Dorado County Transit Authority – No report.
• El Dorado County Transportation Commission – No report.
• LAFCO – No report.
• SACOG – Mayor Clerici reported that he attended a workshop regarding
emergency operations and communications where the recent Oroville
evacuation was used as a test case scenario.
