Pursuant to the cited authority (all references to the Government Code), the
City Council will hold a Closed Session to discuss the following item:
Govt. Code 54957 Public Employment: City Council Member - Interviews
for one unexpired term of office on the City Council

CALL TO ORDER
The Mayor called the meeting to order at 6:00 and recited The Pledge of
Allegiance to the Flag.
ROLL CALL: Present: Acuna, Borelli, Clerici, Thomas
ANNOUNCEMENTS TO THE PUBLIC
No announcements were made to the public.
ADOPTION OF AGENDA
It was moved by Councilmember Borelli and seconded by Vice-Mayor Acuna that
the City Council adopt the agenda as presented. The motion was passed by the
following vote:
AYES: Acuna, Borelli, Clerici, Thomas
NOES: None
ABSENT: None
ABSTAIN: None

At this time, Mayor Thomas opened the meeting to public comment on any items
not on the agenda. No public comment was received.
DISCUSSION/ACTION ITEMS
City Council Interviews
All candidates who applied for the appointment to the City Council were qualified
and invited to today’s interviews. The candidates were present and interviewed
in the following order: Lena Cull, Jacqueline Neau, Carol Anne Ogdin, Barbara
Raines, Michael Saragosa, John Tarson, Kara Taylor, Dolly Wager, and Richard
Wetmore.
The interviews were conducted in a public interview process with questions
posed to each candidate, individually and alphabetically, by the City Council.
Each candidate was given sufficient time to respond to the questions.
At the conclusion of the interviews, Mayor Thomas opened the meeting to public
comment on this item. No public comments were received.
During a short break, Councilmembers completed a prepared ballot that the City
Manager and City Clerk tabulated and then reported the results of the balloting.
After two voting attempts, the candidate receiving the highest number of votes
from at least three (3) Councilmembers was Michael Saragosa.
Michael Saragosa immediately resigned from the Planning Commission and was
administered the Oath of Office to the City Council by the City Clerk.
The results of each individual Councilmember’s vote is a matter of public record
and will be made available to the public upon request pursuant to the Ralph M.
Brown Act and the Public Records Act.

The next regular City Council meeting will be held October 9, 2018, 5:30 P.M.
Closed Session; 6:00 P.M. Regular Session.

In keeping with the nature of a Special Council Meeting for the purpose of
interviewing City Council candidates, it is recommended that the normal order of
the Agenda be set aside.

City Council Interviews
The interviews are conducted in a public interview process with questions posed
to each candidate by the City Council. Each candidate is given sufficient time to
respond to the questions. At the conclusion of the interviews, each

(3) Councilmembers shall be appointed. NOTE: There is one unexpired term
of office to be appointed, ending November, 2020.
The results of each individual Councilmember’s vote will be a matter of public
record and will be made available to the public upon request pursuant to the
Ralph M. Brown Act and the Public Records Act. The candidate appointed by the
Council will be given the Oath of Office at the beginning of the regularly
scheduled City Council meeting.

Closed Session; 6:00 P.M. Regular Session.
