Chair Kiehne called the meeting to order at 6:02 p.m. and the Pledge of Allegiance to the Flag
was recited.

Vice Chair Carter pulled the Draft Minutes of August 20, 2024 for discussion.

In a single motion, Commissioner Lepper, seconded by Vice Chair Carter, moved to approve
the minutes of August 20, 2024 as amended. Motion carried 4-0-1 on voice vote. Commissioner
Frenn abstained.

10.1. Site Plan Review (SPR) 24-07: Historic District Review. Consideration of a Site Plan
Review application within the 6,000 Single-Family Residential / Historic District Zone
to modify an existing single-family residence to: (1) Remove the existing sliding door
on the west elevation; (2) Install a vinyl horizontal sliding window to match existing;
(3) Install wood siding to match existing; and (4) Find the project categorically exempt
from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section
15301 and Section 15331; Location: 2895 Bedford Avenue / APN: 002-011-019.

Associate Planner Hunter presented the Staff Report dated September 3, 2024.
Public comment was heard by the applicant, Lauralee Green.
In a single motion, Vice Chair Carter, seconded by Commissioner Frenn, moved to approve
Site Plan Review (SPR) 24-07 as presented; and to:
I. Adopt the Staff Report as part of the public record. Staff informed the Commission of
a modification made to the “Project Description” section on page 3 of the Staff Report.
II. Make the following findings in support of the SPR 24-07 request:
1. The request is exempt from environmental review, in that the project qualifies for
a Categorical Exemption under the California Environmental Quality Act (CEQA)
Guidelines Section 15301 and Section 15331, as the project includes the
modification of an existing structure that will result in no expansion of the existing
use and that the project would complete the maintenance and reconstruction in a
manner consistent with the Secretary of Interior’s Standards for the Treatment of
Historic Properties with Guidelines for Preserving, Rehabilitating, and Restoring,
and Reconstructing Historic Buildings.
2. The project site, APN 002-011-019, addressed 2895 Bedford Avenue, contains a
single-family residential dwelling that is located within the Bedford Avenue – Clay
Street Historic District. The subject 1,100 square foot single-family dwelling is not
included in the City’s Historic Resources Inventory, the State Register of Historic
Places, or the National Register of Historic Places.
3. The project request is consistent with Placerville General Plan Community Design
Element Goal C, in that the visual qualities of the proposed exterior alterations are
compatible with the visual attributes of neighboring structures within the Historic
District. The project is consistent with Goal I of the Community Design Element in
that it includes the restoration and reuse of older structures which contribute to
Placerville’s character and sense of historical and cultural identity.
4. The project request is consistent with Placerville General Plan Housing Element
Goal F Policy 4 and Natural, Cultural and Scenic Resources Element Goal G
Policy 6 in that the project preserves existing housing stock and would restore and

maintain an existing structure within the Bedford Avenue – Clay Street Historic
District.
5. The project request is consistent with the purpose, intent, and criteria of Zoning
Ordinance §10-4-9: Site Plan Review, §10-4-10: Historical Buildings in the City,
and the Development Guide that are intended to protect the integrity of the
Residential Historic District and individual structures located therein. The use of
vinyl windows for this project is warranted because the project does not include
the removal of distinctive features or materials. The proposed project includes the
removal of a contemporary sliding glass door from the front elevation of the
dwelling and replacement of a horizontal sliding vinyl window matching the two
(2) existing windows on the same elevation and the use of wood siding to match.
6. The project request is consistent with City of Placerville Development Guide design
guidelines for structures within a historic district.
III. Conditionally approve SPR 24-07 based on the project information and findings
included in the Staff Report and Memorandum, and subject to the Conditions of
Approval:
1. Approval of SPR 24-07 to modify an existing single-family residence within the
Bedford Avenue – Spring Street Historic District including: (1) Remove the existing
sliding door on the west elevation; (2) Install a vinyl horizontal sliding window to
match existing; (3) Install wood siding to match existing at the dwelling addressed
2895 Bedford Avenue, APN 002-011-019.
Approval is based upon the analysis provided in Staff’s report to the Planning
Commission on September 3, 2024, and limited to compliance with the project
description and Applicant Submittal Package as well as all other Conditions of
Approval set forth herein.
The approved plans are as follows:
i. Applicant Submittal Package: Historic District Review Application,
Site Plan, and Photographic Elevations (July 23, 2024).
2. Site Plan Review Expiration. The approval of the Site Plan Review shall expire and
become null and void eighteen (18) months after the date of approval unless a
building permit has been obtained for any building thereon before the date of
expiration. The Planning Commission may grant a one-year extension for the
project if the applicant makes such a request and pays a new fee prior to the
expiration date. The Planning Commission shall consider any changes to the
project when granting the extension.

3. Runs with the Land. The terms and Conditions of Approval of the Site Plan Review
(SPR) shall run with the land; shall be binding upon and be to the benefit of heirs,
legal representatives, successors, and assignees of the property owner.
4. Revisions. Any proposed changes to the Project Description or conditions of
approval shall be submitted to the Development Services Department, Planning
Division for determination of appropriate procedures. Deviations from the above-
described approval will constitute a violation of permit approval. Revisions to the
Site Plan Review include any changes to the exterior, including windows and
siding.
5. Other Applicable Requirements. The project approval is subject to all applicable
requirements of the Federal, State, City of Placerville and any other affected
governmental agencies.
6. The Applicant shall obtain a Building Permit for the approved scope of work.
7. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no
construction permitted on Sundays or City or state recognized holidays.
Action: Motion carried 5-0 on roll call vote

10.2. Site Plan Review (SPR) 04-02-R: Placerville Food Co-Op Master Sign Plan
Amendment. Consideration of a Master Sign Plan revision application within the
Commercial Zone for Placerville Food Co-Op to: (1) Add a triangular, dual sided
projecting wall sign (28 sf per side) along the southern elevation of the detached
carport; and (2) Find the project categorically exempt from the California
Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301 and Section
15303; Location: 535 Placerville Drive, Placerville, CA. / APN: 323-480-022; Property
Owner: David O. Harde and Toby Y. Landis Living Revocable Trust; Representative:
Jacob Mingle, Placerville Food Co-Op. Staff: Kristen Hunter.
Associate Planner Hunter presented the Staff Report dated September 3, 2024. Associate
Planner Hunter and Director Rivas answered questions of the Commission.
Public Comment was heard by the project applicant, Jacob Mingle, General Manager of the
Placerville Food Co-Op.

In a single motion, Chair Kiehne, seconded by Commissioner Frenn, moved to approve Site
Plan Review (SPR) 04-02-R as presented; and to:
I. Adopt the Staff Report as part of the public record.
II. Find that the Site Plan Review request is exempt from environmental review, in that
the project qualifies for a Categorical Exemption under the California Environmental
Quality Act (CEQA) Section 15301 (Existing Facilities) and 15303 (New Construction
or Conversion of Small Structures), in that the project includes the installation of an
on-premise projecting wall sign structure that shall not result in an expansion of the
existing use.
III. Make the following findings in support of the SPR 04-02-R request:
1. The project site, APN 323-480-022, contains a 6,380 square foot two story
commercial building, detached structure providing covered parking, parking area,
and landscaping within the Commercial (C) zone.
2. The project request as amended is consistent with Goal I Policy 1 of the Natural,
Cultural and Scenic Resources section of the General Plan in that the proposed
signage will be of professional quality, will have a finish that matches the existing
building, and will provide adequate signage for the existing business (Placerville
Food Co-Op). Further, the project is consistent with Goal J Policy 1 of the
Community Design section of the General Plan as the new signage is appropriate
in design and scale and will provide adequate advertisement for the Placerville
Food Co-Op.
3. The project request is consistent with Zoning Ordinance Section 10-4-17 and
Placerville Development Guide as the proposed sign is well designed and will
enhance the existing structure while providing adequate signage visibility the
existing business.
4. The sign plan as amended will contribute to the design quality of the site and
surrounding area and will be superior to the quality under regulations and
standards of Zoning Ordinance Section 10-4-17 General Regulations. The
proposed sign is compatible with the style and/or character of existing
improvements on the site.
5. Approval is based upon the analysis provided in the September 3, 2024 Staff Report
to the Planning Commission and is limited to compliance with the project
description and the approved plan exhibits
6. The applicant has complied with the conditions of approval for the site, as approved
by the Planning Commission in 2004, 2005, and 2012, except as noted in
Conditions of Approval #7 and 8.

IV. Conditionally approve SPR 04-02-R based on the project information and findings
included in the Staff Report, and subject to the Conditions of Approval:
1. Approval of SPR 04-02-R to modify the Master Sign Plan for the parcel addressed
535 Placerville Drive (APN 323-480-022) to include one (1) wall sign (49.94
square feet) and one (1) triangular, dual sided projecting wall sign (28 square feet,
one side).
Approval is based upon the analysis provided in Staff’s report to the Planning
Commission on September 3, 2024, and limited to compliance with the project
description and Applicant Submittal Package as well as all other Conditions of
Approval set forth herein.
The approved plans are as follows:
i. Plans: Cover Sheet (pg 1), Site Plan (pg 2), Elevations and Sign
Dimensions (pg 3-5) (July 12, 2024).
ii. Project / Request Description (July 12, 2024).
2. The existing monument sign to be centered under the triangular wall sign or
removed. If the sign is moved, a new site plan will be submitted to the Development
Services Department for Staff approval.
3. Site Plan Review Expiration. The approval of the Site Plan Review shall expire and

8. The Applicant shall record a Landscape Maintenance Agreement (LMA) with the
City for the landscaping approved under SPR 04-02, as required in SPR 04-02
(2004) condition #6.
9. The Applicant shall install a bicycle rack, at a location approved by the
Development Services Department, as required in SPR 04-02 (2004) condition #5.
10. All construction shall be limited to Monday through Friday between the hours of
7:00 am to 7:00 pm, Saturdays between the hours of 8:00 am and 5:00 pm with no
construction permitted on Sundays or City or state recognized holidays.
Conditions of Approval – SPR 04-02 (2005)
Approve the Final Landscaping and Exterior Lighting Plans, the ground sign and individual
channel letter wall sign of the Master Sign Plan for Site Plan Review (SPR) 04-02, Noah’s Ark,
located at 535 Placerville Drive, with the following conditions of approval:
1. The applicant shall comply with the El Dorado County Fire Protection District
requirements for address placement on the front of the building.
2. Exterior lighting from all sources shall not exceed 0.3-foot candles at all property
lines.
3. Exterior lighting between 11:00 p.m. to 6:00 a.m. shall only be sufficient to provide
security for the business.
Conditions of Approval – SPR 04-02 (2004)
Approve Site Plan Review 04-02, a request by David Harde & Toby Landis for the remodel and
3,100 square foot addition to the existing 3,500 square foot commercial/retail food market, along
with alterations to parking, exterior lighting, site and building signage with the staff comments
and recommended conditions of approval contained herein.
1. Submit construction drawing designed by state licensed architect or engineer for
plan review/construction permit process.
2. Meet Title 24 accessibility standards for new construction and for existing structure
and site.
3. Proposed exterior walls within 20 feet of side property lines are to be 1 hour fire
rated. Note: openings in exterior walls within 5 feet of the property line are
prohibited.
4. All construction shall be limited to the hours between 7:00 a.m. and 7:00 p.m.,
Monday through Friday, and 7:00 a.m. and 5:00 p.m. on Saturday. No construction
shall be allowed on Sunday.

5. The property owner, his/her successors, heirs or assigns shall install a bicycle rack
onsite with its location subject to approval by City Staff prior to a Certificate of
Occupancy for the site.
6. The project applicant or his/her successors, heirs, assigns shall record a
Landscaping Maintenance Agreement prior to the issuance of a Certificate of
Occupancy for the site in accordance with City Code §10-4-9 (Site Plan Review).
7. This existing building under 3,600 square feet with an addition over 30% or 1,000
square feet (whichever is less) will require an engineered fire sprinkler system
throughout.
8. Provide one Mueller Centurion 200 hydrant within 150 feet of all points of the
structure. Hydrant location to be approved by Placerville City Engineering and the
Fire District.
9. Fire flow is based on building type, size and available water. Fire flow for this
project is 1,500 gallons per minute for 2 hours at 20 psi (pounds per square inch).
10. Provide documentation from the Placerville City Engineering Division and the Fire
District to show that the system will meet required fire flow for this project.
11. Access roads will have 13’6” vertical clearance and capable of supporting a
40,000-pound load.
12. Provide high priority “Knox” access with keys for emergency access.
13. Gates, if any, are to comply with Fire Prevention Officer standard.
14. Additional requirements may be necessary depending on building construction and
use.
15. Reflected light from the solar panels shall not cause visual impairment to travelers
on Placerville Drive.
16. An irrevocable offer of street dedication is required to a point 1’ behind the new
sidewalk along the property frontage.
17. The minimum driveway encroachment width to Placerville Drive shall be 24’ and
the maximum width shall be 30’ both are required to have 4’ transitions on each
side sides of driveway.
18. The easternmost parking lot aisle width shall be 24’ for parking on both sides of
aisle; 22’ aisle width for parking on one side of aisle.

19. The radii of all planter curbs shall allow for and not obstruct required vehicular
turning movements within parking lot.
20. There shall be a minimum of 2’ clearance from curbing face to any supports for
solar structure.
21. The Engineer shall verify that proposed landscaping or signage at the parking lot
entrance/exit will not obstruct required vehicular sight distance for vehicles
entering and exiting Placerville Drive.
22. Onsite drainage must be collected onsite and discharged to an approved location.
23. Submit parking lot plans that verify the minimum turning radius for delivery
vehicles can be achieved.
24. Handicap parking as shown must be modified to a van accessible stall with the
unloading area widened to a minimum of 8’.
25. Post handicap parking site entrance sign at parking lot entry.
26. Provide accessible route of travel from handicap parking stall to front entrance per
CALDAG requirements.
27. Submit engineered improvements plans for items listed above in addition plans
must also show all existing/proposed utilities located on and servicing project.

13.2. Planning Commission Matters:
Vice Chair Carter inquired with Staff regarding the placement of temporary fencing
around the parking lot of the recent Round Table location on Main Street. Staff
informed the Commission that the fencing is temporary and a response to an attempted
break in.
Commissioner Frenn inquired about the status of the Apple Farm Place mural
installation. Staff indicated that they would follow up with the property owner.
13.2.1. Special Committee Report(s): Report by the Historic Review Special Committee
to the Planning Commission.
Commissioner Lepper provided a written memorandum, submitted September 3,
2024, to the Commission and public, distributed by Staff prior to the start of the
public meeting and made available to the public at the back counter.
Vice Chair Carter provided a revised version of Attachment 1 dated September 3,
2024, distributed by Staff prior to the start of the public meeting and made available
to the public at the back counter.
Written public comment was submitted by Ruth Michelson via email dated
September 3, 2024, distributed by Staff prior to the start of the public meeting and
made available to the public at the back counter.
The Commission discussed the revised memorandum prepared by the Special
Committee as well as the memorandum provided by Commissioner Lepper.
Chair Kiehne informed the Commission that she is preparing a transmittal letter
for the memorandum and attachments that will be provided to Staff for inclusion to
the September 17, 2024 Planning Commission meeting.

PUBLIC COMMENT: Speakers shall step up to the podium microphone to address the Commission and are
limited to a presentation of three (3) minutes, unless otherwise determined by the Chair. Groups or
organizations are encouraged to select a spokesperson to speak on their behalf.

Interested parties are encouraged to provide written materials at least seven (7) days prior to the public
hearing to allow distribution with the Planning Commission’s agenda and provide adequate time for
review by the Planning Commission. Written comments received after the Tuesday prior to the public
hearing will be provided to the members of the Planning Commission and will be placed on the back table
for public review as part of the full agenda packet.
