Recreation and Parks Commission Meeting

CITY OF PLACERVILLE RECREATION & PARKS COMMISSION March 16, 2022, 5:30 p.m. MINUTES PRESENT: Recreation & Parks Commission: Kristin Becker, Andrew Mathews and Mark Sandperl. Recreation & Parks Staff: Matt Lishman and Terry Zeller. ABSENT: Kelley Rogers and Steven Vance, Commissioners. GUESTS: None ADOPTION OF AGENDA: Mrs. Becker made a motion to adopt the agenda. Mr. Sandperl seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Mrs. Becker made a motion to approve the minutes of December 15, 2021. Mr. Sandperl seconded the motion. Motion approved unanimously. PUBLIC COMMENT: None ACTION ITEMS: 2022 Summer Placerville Aquatic Center Schedule: Mr. Lishman shared the proposed Placerville Aquatic Center Schedule which is almost identical to the 2021 summer schedule. The main difference is we are going back to one rec swim time and shifting the time slightly. Mrs. Becker made a motion to approve staff’s recommendation. Mr. Sandperl 2nd the motion. Motion approved unanimously. 2022-2023 Folsom Officials Association Softball Agreement: Mr. Lishman shared the proposed agreement between the City and the Folsom Officials Association to officiate the city’s adult softball leagues. The contract is nearly identical to the last one with the exception of a $3.00 per official increase. Mr. Lishman shared with the commission this is comparable to surrounding agencies. Mr. Lishman shared with the commission that if approved at tonight's meeting it will go to City Council for final approval. Mrs. Becker made a motion to approve staff’s recommendation. Mr. Sandperl 2nd the motion. Motion approved unanimously. 2022 Sierra West Officials Association Flag Football Agreement: Mr. Lishman shared the proposed agreement between the City and the Sierra West Officials Association to officiate the city’s new Youth NFL Flag Football league. Mr. Lishman shared with the commission this is comparable to surrounding agencies. Mr. Lishman shared with the commission that if approved at tonight's meeting it will go to City Council for final approval. Mrs. Becker made a motion to approve staff’s recommendation. Mr. Sandperl 2nd the motion. Motion approved unanimously. STAFF REPORTS: Youth Assistance Fund: Mr. Lishman reported that since the last report there were 5 requests for funding in the amount of $447.50. There were $10,000.00 in donations thanks to a grant from The Dicks Sporting Goods Foundation. The projected fund balance is $13,768.27. Project Updates: Mr. Zeller shared with the Commission the Pickleball Court construction, tennis court resurfacing, and new lights project contract has been signed. This project is made possible with a grant that was awarded early last year and requires that the City bring some money to the table. This can be done through staff hours. It is still on the drawing board because covid has played havoc on staffing. Now that we are fully staffed, Mr. Zeller is designing it and hopes to start the construction work in July or August. Mr. Zeller also shared that the City received money from the American Recovery Plan Act Funds (ARPA) to help get rid of fuels and wooded areas on City properties. Mr. Zeller applied for a state grant to get 77 acres treated with goats then tree servicing but the City was not awarded the grant. The grant also included equipment and assistance for private properties. Unfortunately, the ARPA funding does not include the equipment and $100,000 for grants for private homeowners. The bid process for goats and tree work should be in by April 15. The project should start on May 1, 2022. There are 11 properties: 1. The City’s Wastewater facility (8 acres) 2. Vacant sloped land on Ray Lawyer Drive (5.84 acres) 3. Lower Placerville Drive slope under the El Dorado Trail (7.16 acres) 4. The City Corporation Yard (1 acre) 5. City former Water Treatment Facility (1.5 acres) 6. Rotary Park (1.5 acres) 7. Property at Crestview Drive (0.37 acres) 8. Gold Bug Park (40 acres) 9. Hillside at Duffey Park (2 acres) 10. Lumsden Park (2.5 acres) 11. Lions Park (7 acres) After prioritization the plan is to address Gold Bug Park, Lower Placerville Drive, and Lions Park in the first set of bids and this work should be done by July 15. There are 8 other properties throughout the City (20 plus acres) and those bids will be due May 15. This project will start in July and be done by the end of September. The goal is to get these done before it gets hot and dry. Meeting adjourned at 6:02 pm
