CITY OF PLACERVILLE RECREATION & PARKS COMMISSION January 20, 2026 MINUTES 1. CALL TO ORDER: Vice Chair Spencer called meeting to order at 5:00pm with a quorum of 4 commission members. 2. ROLL CALL: Recreation & Parks Commission: Vice-Chair Lynne Spencer, Commissioners Leah Zimmerman, Michael Potter and Andre Pichly. Recreation & Parks Staff: Denis Nishihara, Director of Community Service Department and Matt Lishman Assistant Director of Community Service Department Absent: Chairperson Tony Windle and Commissioner Larissa Lujan. 3. ADOPTION OF AGENDA: Commissioner Potter made a motion to adopt the agenda. Commissioner Pichly seconded the motion. Motion approved unanimously. 4-Yes / 0-No / 2-Absent 4. PUBLIC COMMENT: None – There were no written or oral communication 5. DISCUSSION TOPICS: 5.1 Approve Recreation and Parks Commission Meeting Minutes – December 15, 2025: Commissioner Potter motioned to approve, Vice-Chair Spencer seconded the motion. Approval passed 4-Yes / 0-No / 2-Absent 5.2 Selection of New Commission Chairperson – Director Nishihara Commissioner Potter nominated Commissioner Pichly for Chairperson in 2026, Vice-Chair Spencer seconded the nomination. Vice Chair Spencer called for a vote. Approval passed 4-Yes / 0-No / 2-Absent Chairperson Pichly accepted the nomination and proceeded to lead the meeting. The Chairperson then called for nominations for Vice Chair. Commissioner Potter nominated and motioned to appoint Commissioner Larissa Lujan as Vice Chair, with Vice Chair Spencer seconding the motion. The Chairperson invited discussion, but none was offered. The Chairperson called for a vote. Approval passed 4-Yes / 0-No / 2-Absent Commissioner Larissa Lujan is elected Vice Chair of Recreation and Parks Commission in 2026. 5.3 Special Events Review – Assistant Director Lishman Receive and file information only, non-action item. Commissioner Potter mentioned adding an event called “Wine in the Mine.” Public Comment: • Greg Rezak would like to request consideration to support June 6th Golden History Day. • Loretta Rezak would like to request support from City Council to partner with event for next year. Director request feedback regarding priority events and support levels; Golden History Days or 250 Year Celebration for America. 5.4 Banner Over Main (Policy & Price Review) – Director Nishihara Receive and file information only, non-action item. 5.5 Department Update – Director Nishihara Receive and file information only, non-action item. 6. ADJOURNMENT: Commissioner Spencer motioned to adjourn meeting, Youth Commissioner Zimmerman seconded the motion. Chairperson Pichly called for a voice vote. Approval passed 4-Yes / 0-No / 2-Absent Chairperson Pichly adjourned the meeting at 5:54pm.

Written Comments received the day of the meeting will be provided to the Recreation Commission during the meeting. These comments may not be read aloud but will be acknowledged. All comments will be available for review in the office of the Department of Community Services.
