CALL TO ORDER: Chairperson Andre Pichly called meeting to order at 5:00pm with a quorum of 5 commission members. Chairperson Pichly led the Pledge of Allegiance. 2. ROLL CALL: Recreation & Parks Commission: Chairperson Andre Pichly, Commissioner Lynne Spencer, Commissioner Michael Potter, Commissioner Tony Windle and Youth Commissioner Leah Zimmerman. Staff indicated program service reinstated to pre-COVID levels. Including, but not limited to evening Lap Swim, and Friday Evening Public Swim. The Recreation and Parks Commission of the City of Placerville recognizes the value of our City’s parks, trails, and recreation programs and encourages community participation. Strategic Plan Strategy: City Values - Sense of Community Placerville is a working community rich in culture and diversity, with great parks and trails, and safe well-kept neighborhoods. Background: Identifying July as Parks and Recreation Month highlights the essential role parks and recreation play in building strong, healthy, and resilient communities; it recognizes the more than 160,000 full-time park and recreation professionals across the 50 States, along with hundreds of thousands of part-time, seasonal, and volunteer staff who maintain and operate local parks and programs. Background: During the Recreation and Parks Commission meeting on April 21, 2026, staff reviewed the DRAFT survey receiving feedback from both staff and administration. The final draft includes questions regarding quality of programs, parks, trails and the creek. There is a total of 10 questions with the focus on gathering feedback pertaining to recreation and parks services. The overall goal will be to collect information to support prioritizing resources based on the needs of Placerville residents. Staff anticipate this is the first step to confirm current plans for programs and services or to refocus efforts to the identified needs of residents.
