CITY OF PLACERVILLE RECREATION & PARKS COMMISSION APRIL 17, 2024 MINUTES PRESENT: Recreation & Parks Commission: Vice-Chair Lujan, Commissioner Rubalcava, Commissioner Spencer, and Commissioner Windle. Recreation & Parks Staff: Steve Youel, Matt Lishman, Guy Easterling and Julie Burnsides ABSENT: Chair Potter GUESTS: None ADOPTION OF AGENDA: Commissioner Rubacalva made a motion to adopt the agenda. Commissioner Windle seconded the motion. Motion approved unanimously. APPROVAL OF MINUTES: Commissioner Windle made a motion to adopt the minutes of April 17, 2024. Commissioner Rubacalva seconded the motion. Motion approved unanimously. PUBLIC COMMENT: None. ACTION ITEMS: Commissioner Spencer requested Staff to report back to the Commission on the cost of an automatic locking system for Tennis and Pickleball Courts to limit unauthorized use of courts after hours. DISCUSSION ITEMS: Executive Director, Terry LeMoncheck, Arts & Culture EL DORADO shared an overview of the Placerville Public Art Master Plan. Vice Chair Luhan engaged Ms. LeMoncheck in further discussion regarding the Plan; audience member and Community Pride Committee Representative Kathi Lishman provided detailed responses to clarify the Community Pride Committee structure for Vice- Chair Luhan. PROGRAM UPDATES: Pickleball: Mr. Lishman - shared a very well received report outlining the Lions Park Pickleball Courts Rules and Regulations. Positive and supportive public comments were made regarding the courts from Pickleball (and Tennis) players. Public discussion ensued regarding the Tennis Courts and the possibility of marking Pickleball lines on the courts should Pickleball outgrow the four currently available courts. Tennis players and Pickleball players alike shared their ideas with the Commission and Staff regarding marking the Tennis Courts for Pickleball. Ultimately, audience members were equally split on the subject. The direction of the discussion then led to whether the courts should be locked at night with the closure of the park. Many audience members spoke on this subject; there was found to be comparable pluses and minuses in either scenario. An action item was requested by Commissioner Spencer that Staff investigate and report back the expense of an automatic locking system at the Tennis/Pickleball Courts at Lions Park. Lion’s Park Softball Fields: Mr. Youel provided an update that the construction contract with Musco Lighting for the Lion’s Park Softball Fields lighting retrofit project had been approved and $17,000 in funding has been secured through the Cannabis Community Benefit Committee. The project should start soon and be completed in the near future. Rise and Shine: Vice-Chair Luhan requested that Staff be cognizant to avoid scheduling events (such as Rise & Shine and Fishing Derby) on the same date in the future. Staff noted.
