PUBLIC PARTICIPATION INFORMATION
You are welcomed and encouraged to participate in this meeting. Public comment is
taken (3 minutes maximum) on items listed on the agenda when they are called.
Advance Correspondence/Written Comments: You may submit your comments by e-mail
to pv.citycouncil@cityofplacerville.org, or you may submit your comments in-person at the
Administration Department, City Hall – 4th Floor, 3101 Center Street by 2:00 p.m. the day
before the meeting to give the City Clerk adequate time to forward your comments to the City
Council.
Written Comments will be provided to the members of the City Council and immediately
posted to the City’s website. Copies of the comments will be placed on the back table for
public inspection at the meeting. These comments will not be read aloud but will be
acknowledged. All comments will be available for inspection in the Administration
Department during normal business hours.
The Brown Act: Government Code 54950 (The Brown Act) requires that a brief description
of each item to be transacted or discussed be posted at least 24 hours prior to a special
meeting. The City posts the Agenda on the City Hall and Town Hall windows, and on the
City’s website: www.cityofplacerville.org.
To ensure that matters are decided based on evidence made available publicly before and
during the meeting, Councilmembers will not review or consider information received
electronically while the meeting is in progress.
Reasonable Accommodations: In compliance with the Americans with Disabilities Act, if
you are a person with a disability and you need a disability-related modification or

In keeping with the nature of a Special Council Meeting for the purpose of interviewing
Recreation & Parks Commission candidates, it is recommended that the normal order of
the agenda be set aside.

5.1 Interviews for the City of Placerville Recreation & Parks
Commission
Recreation & Parks Commission: The City received four (4)
applications for appointment to the Recreation & Parks Commission.
One applicant was disqualified due to membership requirements of City
Code Section 1-9-9.
The following qualified applicants are: Michael Potter, Isaiah Rubalcava,
and Michelle Witt.
Interview Process: The interviews are conducted in a public interview
process with questions posed to each candidate by the City Council.
Each candidate is given sufficient time to respond to the questions. At
the conclusion of the interviews, each Councilmember will complete a
ballot. The City Manager and City Clerk will tabulate the votes and
report the results of the balloting at the meeting. The candidate receiving
the highest number of votes from at least three (3) Councilmembers shall
be appointed.

Recreation & Parks Commission Vacancies: Two (2) seats with unexpired
terms ending March 1, 2025.
Note: The results of each individual Councilmember’s vote will be a
matter of public record and will be made available to the public upon
request. The applicants appointed by the City Council will be given the
Oath of Office before the close of the meeting. The appointments will be
ratified at the next regularly scheduled City Council meeting.
6. ADJOURNMENT
The next regularly scheduled City Council meeting will be held on August 22,
2023, 4:30 P.M. Closed Session, 5:00 P.M. Regular Meeting.
