CITY OF PLACERVILLE CITY COUNCIL/RECREATION & PARKS COMMISSION/ PLANNING COMMISSION MINUTES Special Joint City Council/Recreation & Parks Commission/ Planning Commission Meeting Wednesday, February 22, 2017 Town Hall – Council Chambers 549 Main Street, Placerville, CA 95667 6:00 P.M. – 8:00 P.M. Open Session 6:00 P.M. OPEN SESSION 1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG The Mayor called the meeting to order at 6:02 p.m. and the Pledge of Allegiance to the Flag was recited. 2. ROLL CALL: Council: Present: Acuna, Borelli, Clerici, Thomas Councilmember Wilkins arrived at 6:05 p.m. Recreation & Parks Commission: Present: Barton, Mathews, Neau, Nolan Absent: Zito Planning Commission: Present: Frenn, List, Lowry, Robey, Wolfe 3. ADOPTION OF AGENDA Item 5.1 was moved to precede Item 7.2. It was moved by Councilmember Borelli and seconded by Vice-Mayor Thomas that the City Council adopt the agenda as modified. The motion was passed by the following vote. AYES: Acuna, Borelli, Clerici, Thomas, Wilkins NOES: None ABSENT: None ABSTAIN: None 5. APPROVAL OF MINUTES 5.1 Meeting of January 18, 2017 (Recreation & Parks Commission only) This item was moved to precede Item 7.2. 6. PUBLIC COMMENT – BRIEF – NON-AGENDA ITEMS This portion of the meeting is reserved for persons wishing to address the Council on any matter not on the Agenda. 6.1 Oral Communication Oral communication was received by District 1 Supervisor John Hidahl who greeted the commissions and thanked them for their presence on the matters at hand, and Kathy Jermstad, who expressed concern for the lack of wildlife undercrossings on Highway 50. 6.2 Written Communication No written communication was received. 7. DISCUSSION/ACTION ITEMS 7.1 City of Placerville Comprehensive Parks and Facilities Master Plan and Park Impact Fee Study (Mr. Youel) The Director of Community Services explained the item and introduced Foothill Associates Vice President Kate Kirsh along with Blair Aas of SCI Consulting Group who provided an overview of the project. Public comment was received from Michael Drobesh and Kathy Jermstad. A separate Recreation and Parks Commission Meeting minutes will be recorded and filed by the Recreation and Parks Commission for the remaining items. 7.2 Request from City Council regarding the City’s portion of the El Dorado Trail (Mr. Youel) 7.3 Youth Assistance Fund (Mr. Lishman) 8. ADJOURNMENT the joint meeting adjourned at 7:05 p.m. This special meeting will adjourn to the Regular City Council meeting of February 28, 2017. The next regularly scheduled Recreation & Parks Commission meeting is scheduled for March 15, 2017. The next regularly scheduled Planning Commission meeting is scheduled for March 7, 2017.
