Pursuant to the cited authority (all references to the Government Code), the
City Council will hold a Closed Session to discuss the following item:
Govt. Code 54957 Public Employment: Planning Commissioner
Interviews for One Seat on the Commission

CALL TO ORDER
The Mayor called the meeting to order at 6:00 P.M.
ROLL CALL: Present: Acuna, Borelli, Clerici, Thomas
Absent: Wilkins
ANNOUNCEMENTS TO THE PUBLIC
No announcements to the public were made.
ADOPTION OF AGENDA
It was moved by Vice-Mayor Acuna and seconded by Councilmember Clerici that
the City Council adopt the agenda as presented. The motion was passed by the
following vote:
AYES: Acuna, Borelli, Clerici, Thomas
NOES: None
ABSENT: Wilkins
ABSTAIN: None
DISCUSSION/ACTION ITEMS
Planning Commission Interviews
Two candidates, Theodore Dziuba and Peter Sorenson, submitted applications by
the February 12, 2018 deadline in response to the City’s advertisement. The
candidates were invited to participate in a group interview so that interaction
between candidates and Councilmembers could be promoted. The interviews
were conducted in a public interview process with questions posed to each
candidate by the City Council, and each candidate was given sufficient time to
respond to the questions. At the conclusion of the group interviews, each
Councilmember completed a prepared ballot that the City Manager and City
Clerk tabulated. The results were then announced. The one candidate receiving
the highest number of votes from at least three (3) Councilmembers was
Theodore Dziuba, who was then sworn in by the City Clerk and appointed to the
one unexpired term of office ending March 1, 2019.

In keeping with the nature of a Special Council Meeting for the purpose of
interviewing Planning Commission candidates, it is recommended that the
normal order of the Agenda be set aside.

Councilmembers can be promoted. The interviews are conducted in a public
interview process with questions posed to each candidate by the City Council
and each candidate is given sufficient time to respond to the questions. At the
conclusion of the group interviews, each Councilmember will complete a prepared
ballot that the City Manager (or his designee) will tabulate and then report the
results of the balloting at the public meeting. The one candidate receiving the
highest number of votes from at least three (3) Councilmembers shall be
appointed. NOTE: There is one unexpired term of office available for
appointment.
The Commission interview process guidelines outline a run-off procedure when
two or more candidates tie in the initial balloting. The results of each individual
Councilmember’s vote will be a matter of public record and will be made
available to the public upon request pursuant to the Ralph M. Brown Act and the
Public Records Act. The candidate appointed by the Council will be given the
Oath of Office by the City Clerk at the conclusion of the balloting.
