Bills of Pleasant View City Motion was made by CM Arrington to approve the consent items (minutes of March 18, 2025, April 8, 2025 (open and closed), April 10, 2025 and April 22, 2025 and the bills of Pleasant View City). 2nd by CM Nelsen. Voting Aye: CM Arrington, CM Marriott, CM Nelsen and CM Urry. 4-0 3. Award recognition. Recognition of Kennedy Lynn and Alex Johnson as the Youth City Council 2024-25 Scholarship Recipients. (Presenters: Council Member Urry and Cindy Harrison) CM Urry presented scholarship awards of $1,000 each to Kennedy Lynn and Alex Johnson. 4. Vacate Utility/Drainage Easement. a. Discussion and consideration to vacate a public utility and drainage easement that runs in the rear property line at 3581 N 500 W, Resolution 2025-C. 1  Motion was made by CM Arrington to approve Resolution 2025-C, vacating public utility and drainage easement at 3581 N 500 W. 2nd CM Urry. Discussion and consideration to vacate a public utility and drainage easement that runs in the rear property line at 3060 N 825 W, Resolution 2025-D. Discussion and possible action to approve a Local Transportation Funding Agreement with Weber County for the Skyline Drive Rail Crossing Corridor Preservation in the amount up to $2,052,000 for the 2026 calendar year with a match from the City. Motion was made by CM Urry to approve the Local Transportation Funding Agreement with Weber County for the Skyline Drive Rail Crossing Corridor Preservation in the amount up to $2,052,000. 2nd CM Marriott. Set the salary for the Justice Court Judge to $36,834 for the fiscal year 2025-2026, in accordance with the salary schedule and requirements outlined by the State of Utah. (Presenter: Andrea Zweifel) Motion was made by CM Urry to Set the salary for the Justice Court Judge to $36,834 for the fiscal year 2025-2026. 2nd CM Marriott. Voting Aye: CM Arrington, CM Gibson, CM Marriott, CM Nelsen and CM Urry. 5-0 7. Budget Workshop. The council reviewed the tentative budget. 8. Tentative Budget. Tentatively adopt the Tentative Budget for the 2025-2026 fiscal year. Motion was made by CM Gibson to tentatively adopt the Tentative Budget for the 2025-2026 fiscal year. 2nd CM Marriott. Voting Aye: CM Arrington, CM Gibson, CM Marriott, CM Nelsen and CM Urry. 5-0 9. Set Public Hearings. Set public hearings to consider amending the 2024-2025 fiscal year budget and adopting the 2025-2026 fiscal year budget. Motion was made by CM Nelsen to set public hearings to consider amending the 2024-2025 fiscal year budget and adopting the 2025-2026 fiscal year budget for May 27th. 2nd CM Arrington. Consideration to approve the benefits selection form for 2025-26 for PEHP as the provider for employees medical and dental benefits. Discussion and possible action to approve Insurance Coverage for the fiscal year 2025-2026 with Utah Local Governments Trust. (Presenter: Laurie Hellstrom) Motion was made by CM Marriott to approve Insurance Coverage for the fiscal year 2025- 2026 with Utah Local Governments Trust. 2nd CM Gibson. Voting Aye: CM Arrington, CM Gibson, CM Marriott, CM Nelsen and CM Urry. 5-0 12. Other Business. Tyson Jackson: finished the storm water audit to get the MS-4 permit. We will be getting the action list, and it may affect the budget and new fees and code updates. The HWY 89 project is starting this week with a pre-construction meeting. Stetson Talbot: Officer Done received a grant and received 300 bike helmets for kids. We are calling parents about kids on scooters/motor bikes. CM Nelsen: that would be a reckless driving ticket. Golf carts should be included. We are down one officer. There are still a lot of speeders in school zones. I don’t know if we are obligated to cross kids to go to the Straw Market. The stats are good and we are busy. Andrea Zweifel: we get our committee meeting going again. CM Arrington: Pickleball dates updates. Thanks Tyson for your help. Thanks to CM Urry and Cindy Harrison for a good job running the Youth City Council (YCC). CM Urry: YCC had a good turnout at the annual dinner. The first movie in the park is May 30th. CM Marriott: I would like to get the High Performing City started again. We have our grand marshals for the parade. When do we want them on the agenda? CM Gibson: lets cancel the May 22nd Founders Day Meeting. 13. Closed Meeting. Consideration for a closed meeting pursuant to one or more of the provisions of the Utah Open and Public Meetings Law, Utah Code § 52-4-205(1). Motion was made by CM Nelsen to go into a closed meeting to discuss property acquisition. 2nd by CM Arrington. Roll call vote.
