MOTION: I hereby move to approve Resolution 7 of 2023: RESOLUTION 7: A RESOLUTION OF THE COUNCIL OF THE BOROUGH OF PLYMOUTH, LUZERNE COUNTY, PENNSYLVANIA, AUTHORIZING THE SUBMISSION OF A HAZARD MITIGATION PLAN TO BE ELIGIBLE FOR HAZARD MITIGATION GRANT PROGRAM FUNDS. 2. MOTION: I hereby move to hire and appoint Robert Leman as a part-time police officer at a rate of $20.00 per hour. The officer shall not be entitled to receive any benefits, including but not limited to, health care, vacation, sick days, personal days, paid holidays, or any other benefits or rights as specified in the current collective bargaining agreement between the Police Bargaining Unit and Borough. This appointment shall be effective immediately. 3. MOTION: I hereby move to accept the meeting minutes from council meetings: Regular meeting: August 8, 2023 Special meetings: August 22, 2023 and September 26, 2023 4. MOTION: I hereby move to submit to Luzerne County for payments to Don E Bower Paving for the ongoing Downtown Paving Project. 5. MOTION: I hereby move to submit to The Pennsylvania Department of Community and Economic Development for payment of a PennEastern Engineers invoice in the amount of $17,390.00 for engineering plans for the Coal Creek Wall Replacement Project. 6. MOTION: I hereby move to approve THE 2024 Financial Management contract with Freedom Systems in the amount of payment of $2,708. 7. MOTION: I hereby move to approve payment of $2,397.00 to Rittenhouse Brothers Construction for repairs made to the roof of the library. 8. MOTION: I move to pay $2,765.00 to PennEastern Engineers for the compilation of the bid packs for the RT11 Inlets & Manhole project. 9. MOTION: I hereby move to submit to ARPA Coal St Grant in the amount of $17,390.00 to PennEastern Engineers for engineering services on the project. 10. MOTION: I hereby move to approve 2024 renewal of contract with CivicPlus for website mitigation in the amount of $2,827.80. 11.
