1. Motion: I move to accept and approve Ordinance 4 of 2024:
AN ORDINANCE OF THE BOROUGH OF PLYMOUTH AMENDING CHAPTER 223
ARTICLE VII, PARKING AND TRAFFIC NOTICES OF FINES AND VIOLATIONS
§ 223-40 VIOLATIONS AND FINES, AND §223-41 RECIPT OF NOTICE; PAYMENT
OF FINES OF THE CODE OF PLYMOUTH BOROUGH
2. Motion: I move to accept and approve Ordinance 5 of 2024:
AN ORDINANCE CREATING INDEBTEDNESS OF PLYMOUTH BOROUGH, LUZERNE
COUNTY, PENNSYLVANIA, BY THE ISSUE OF ONE TAX EXEMPT GENERAL OBLIGATION
NOTES IN THE TOTAL AMOUNT OF $400,000.00 FOR SUNDRY PURPOSES; FIXING THE
FORMS, NUMBER, DATE, INTEREST, AND MATURITY THEREOF; MAKING A COVENANT
FOR THE PAYMENT OF THE DEBT SERVICE ON THE NOTE; PROVIDING FOR THE
FILING OF THE REQUIRED DOCUMENT; PROVIDING FOR THE APPOINTMENT OF A
SINKING FUND DEPOSITORY FOR THE NOTE; AND AUTHORIZING EXECUTION, SALE
AND DELIVERY THEREOF.

3. Motion: I move to accept and approve Ordinance 6 of 2024:
AN ORDINANCE ESTABISHING CHAPTER 78, BRING YOUR OWN BOTTLE (BYOB)
ESTABLISHMENTS RULES AND REGULATIONS, OF THE CODE OF THE BOROUGH OF
PLYMOUTH, LUZERNE COUNTY, COMMONWEALTH OF PENNSYLVANIA.
4. Motion: I hereby move to adopt the attached application to be used to apply for a BYOB
ESTABLISHMENT PERMIT;
In order to appeal a denial of a BYOB Establishment Permit; the applicant must file an appeal in
writing to the Borough Council and said appeal must state the specific reason(s) for the appeal to
the Borough Council. The appeal must be filed with the Borough Council at the Borough Building,
162 W Shawnee Ave., Plymouth, PA 18651 and received by the Borough within twenty (20) days
from the date of denial. The appeal must be accompanied by a money order payable to Plymouth
Borough in the amount of $500.00 to cover the cost of stenographic transcript that will be made of
the hearing. If the applicant desires a copy of the transcript, they will have to purchase the same
from the stenographer. Failure to provide the fee for the stenographic record with the appeal will
result in the dismissal of the appeal.

5. Motion: I move to approve the meeting minutes for: Special meeting May 21, 2024 and
Regular meeting June 11, 2024.
6. Motion: I move to approve submittal for 4th payment from DCED for $79,146.0000 from a grant
that the borough was awarded for the Inlet Repair and Replacement Project, and make the payment
to Pennsy Supply, who was awarded the project.
