SPECIAL CITY COUNCIL MEETING
SEPTEMBER 25, 2014
AGENDA ITEM NO. 1: The Special City Council meeting was called to order at 7:30
ROLL CALL p.m. by Mayor Brian Blad. Council members present were Steve
Brown (via telephone), Craig Cooper, Gary Moore and Michael
L. Orr. Council members Jim Johnston and Eva Johnson Nye were excused.
Mayor Blad announced that in order to meet the requirement to have a quorum of the City Council,
the meeting will be conducted in accordance with Idaho Code 67-2342(5) which states all meetings
may be conducted using telecommunications devices which enable all members of a governing body
participating in the meeting to communicate with each other. Such devices may include, but are not
limited to, telephone or video conferencing devises and similar communications equipment.
Participation by a member of the governing body through telecommunications devices shall
constitute presence in person by such the governing body.
Mayor Blad recognized Boy Scouts from Troop 359.
AGENDA ITEM NO. 2: This time was set aside for the Council to receive public
PUBLIC HEARING comments on proposed September amendments to the current
–FISCAL YEAR 2014 Fiscal Year 2014 Budget.

AMENDMENTS
Mayor Blad opened the public hearing.
Joyce Stroschein, Interim Chief Financial Officer/City Treasurer, reviewed the proposed budget
amendments. Ms. Stroschein listed the amendments and noted the information was shared at the
September 11 Study Session. The amendments are: a) General Fund $31,884,287; b) Street Fund
$5,766,531; c) Airport Fund $1,567,851; d) Arts Council Chief Theater Fund for the Arts $19,943;
e) Ambulance Fund $3,041,536; f) Federal Highway Aid Fund $5,174,060; g) Other Activity Capital
Fund $683,142; h) Federal Economic Development Grant Fund $10,000. Total of all amended
funds is $48,147,350.00.
Mayor Blad announced that no written correspondence had been received regarding the
amendments.
Nikki Taysom, General Delivery, Pocatello Idaho 83201, spoke in opposition to the amendments.
She shared her concerns regarding the Airport and Chief Theatre amendments. Ms. Taysom also
wondered why the Street Department was buying the old transit shop. She shared a quote that she
felt was appropriate.
Ms. Stroschein clarified the amendment regarding the Chief Theatre was for a grant used by the
Pocatello Arts Council for the rock sculptures project/symposium. She noted that the grant is an
outside funding source and it was necessary to open the budget to accept the money and spend it.
In response to questions from Council, Ms. Stroschein explained the old Transit Shop property is
located adjacent to the Street Department. The Transit Department receives most of its funding
through grants and Street Operations funding comes from fees. She noted since Street Operations
purchased the shop, a budget amendment was necessary in order to keep the two funds separate.
Council discussion followed regarding the proposed budget amendments. It was noted that most of

the amounts being amended are the result of receiving grants and authorizing the City to spend the
grants.
There being no further public comments, Mayor Blad closed the public hearing.
AGENDA ITEM NO. 3: Council was asked to consider an ordinance approving
ORDINANCE- amendments to the Fiscal Year 2014 Appropriation Ordinance.

AMENDMENTS
A motion was made by Mr. Moore, seconded by Mr. Brown, that the ordinance, Agenda Item No. 3,
be read only by title and placed on final passage for publication, and that the entire ordinance sheet
be submitted for publication. Upon roll call, those voting in favor were Moore, Brown, Cooper and
Orr.
Dean Tranmer, City Attorney, read the ordinance by title.
Mayor Blad declared the final reading of the ordinance approving amendments to the Fiscal Year
2014 Appropriation Ordinance. Mayor Blad asked “Shall the ordinance pass?” Upon roll call, those
voting in favor were Brown, Cooper, Moore and Orr. Mayor Blad declared the ordinance and
summary sheet passed, that it be numbered 2937 and be submitted to the Idaho State Journal for
publication. Upon roll call, those voting in favor were Brown, Cooper, Moore and Orr.
There being no further business, Mayor Blad adjourned the meeting at 7:48 p.m.

BUDGET AMENDMENTS: This time has been set aside to
receive public comments on proposed “September”
amendments to the current Fiscal Year 2014 Budget.

READING OF AN ORDINANCE PROCEDURE
1. Council determines which option below will be used to read
the Ordinance by roll call vote.
2. The Ordinance is read by City Staff (usually City Attorney).
3. Mayor will declare the final reading of the ordinance and
ask “Shall the Ordinance pass?” After roll call is taken,
Mayor will announce whether or not the ordinance passed.

AGENDA ITEM NO. 3: ORDINANCES: The Council has the following options for
reading ordinances. If the Council makes no motion, the
ordinance will be read by title on two occasions and at length on
the third occasion and placed on final passage for publication.
EXAMPLE MOTIONS:
FOR THREE SEPARATE READINGS: "I move the
ordinance, Agenda Item # , be read only by title on three
separate occasions and placed on final passage and ordered for
publication, and that only the ordinance summary sheet be
submitted for publication."
FOR ONE READING UNDER RULES SUSPENSION:
"I move the ordinance, Agenda Item # , be read only by title
and placed on final passage for publication, and that only the
ordinance summary sheet be submitted for publication."
Before the ordinance can be read under Option 1 or 2, the
Council, by a vote of one-half plus one (4) of the full Council,
must vote to direct how the ordinance is to be read.

3. An ordinance approving an amendment to the Fiscal Year 2014 Appropriation Ordinance.
(Prepared for reading under rules suspension and the whole ordinance needs to be published.)
PUBLIC HEARING PROCEDURE
1. Explanation of hearing procedures by Mayor or staff.
Ten (10) minute time limit on applicant presentation.
Three (3) minute time limit on public testimony.
Names and addresses are required from those presenting/testifying.
Questions/comments should be addressed to the Mayor and Council.
Council members must make their decision regarding the application on facts already in
the record and information presented at the public hearing.
Protocol requires that Council and audience be recognized by the Mayor prior to
speaking.

3. Presentation by applicant.
Note: Remember, applicant bears the responsibility for making his/her case. This is also the time
for Council members to ask their questions of the applicant.
