CITY OF POCATELLO, IDAHO CITY COUNCIL EXECUTIVE SESSION JULY 7, 2016 An Executive Session of the City Council was called to order by Mayor Brian Blad at 11:00 a.m. in the Paradice Conference Room at City Hall. Council members present were Roger Bray, Steve Brown, Jim Johnston, Gary Moore and Michael L. Orr. A motion was made by Mr. Johnston, seconded by Mr. Orr, to convene into Executive Session in accordance with Idaho Code Sections 74-206(l)(j) to consider labor contract matters authorized under section 67-2345A[74-206A](l)(a) and (b), and Idaho Code 74-206(l)(e) To consider preliminary negotiations involving matters of trade or commerce in which the governing body is in competition with governing bodies in other states or nations. Upon roll call, those voting in favor were Johnston, Orr, Bray, Brown and Moore. In addition to the Mayor and Council members, Ruth Whitworth, City Clerk; Joyce Stroschein, Chief Financial Officer/Treasurer; Tiffany Olsen, Assistant to the City Attorney; Lynette Sampson, Deputy Risk Manager; Anne Butler, Interim Human Resources Director; Tom Sanford, Assistant Fire Chief; and Scott Marotz, Anderson, Julian & Hull, LLP; were present. Dean Tranmer, City Attorney joined the meeting at 12:00 p.m. Council discussed various issues within the parameters of the above statutes. Mayor Blad called a recess at 12:15 p.m. at which time Ms. Sampson, Ms. Butler, Mr. Sanford and Mr. Marotz were excused. Mayor Blad reconvened the meeting at 12:26 at which time Chad Carr, Scott Turner, Devin Hillam, Bannock County Commissioners liaison/Bannock County Planning Director; and John Regetz, Bannock Development Corporation; members of the Pocatello Development Authority; and Buck Swaney, Tom Ballard, Mike McNabb and Don Bosworth, representing Millennial Development Partners; joined the meeting. Mike Jaglowski, Public Works Director, joined the meeting at 12:44 p.m. Council continued discussion of various issues within the parameters of the above statutes.
