CITY COUNCIL EXECUTIVE SESSION
JANUARY 25, 2017
An Executive Session of the City Council was called to order by Council President Steve Brown at 10:09
a.m. in the Iwamizawa Conference Room at City Hall. Council members present were Heidi Adamson,
Roger Bray, Steve Brown and Jim Johnston. Mayor Brian Blad and Council member Michael L. Orr
joined the meeting by phone at 10:17 a.m. Council member Gary Moore was excused.
A motion was made by Mr. Johnston, seconded by Mr. Bray, to convene into Executive Session in
accordance with Idaho Code Sections 74-206(1)(f) to communicate with legal counsel for the public
agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not
yet being litigated but imminently likely to be litigated. The mere presence of legal counsel at an
executive session does not satisfy this requirement. Upon roll call, those voting in favor were Johnston,
Bray, Adamson, Brown and Orr.
In addition to the Mayor and Council members, Ruth Whitworth, City Clerk; Joyce Stroschein, Chief
Financial Officer/Treasurer; Dean Tranmer, City Attorney; Tiffany Olsen, Assistant to the City
Attorney; Justin Armstrong, Water Superintendent; and Sarah Klahn representing White & Jankowski;
were present.
Council discussed various issues within the parameters of the above statutes.
Mayor Brian Blad and Council member Michael L. Orr ended their phone call at 10:50 a.m.
Council President Brown adjourned the Executive Session at 11:00 a.m.
