CITY COUNCIL EXECUTIVE SESSION
APRIL 6, 2017
An Executive Session of the City Council was called to order by Mayor Brian Blad at 4:34 p.m. in the
Paradice Conference Room at City Hall. Council members present were Heidi Adamson, Roger Bray,
Steve Brown, Jim Johnston, Gary Moore and Michael L. Orr. Also in attendance were Ruth Whitworth,
City Clerk; and Heather Buchanan, Human Resources Director. Kirk Bybee, Chief Civil Deputy
Attorney, joined the meeting at 4:38 p.m.
A motion was made by Mr. Orr, seconded by Mr. Johnston, to convene in Executive Session in
accordance with Idaho Code Section 74-206(1)(b) to consider the evaluation, dismissal or disciplining of,
or to hear complaints or charges brought against, a public officer, employee, staff member or individual
agent or public school student; and 74-206(1)(f) to communicate with legal counsel for the public agency
to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet
being litigated but imminently likely to be litigated. The mere presence of legal counsel at an executive
session does not satisfy this requirement. Upon roll call, those voting in favor were Orr, Johnston,
Adamson, Bray, Brown and Moore.
Council discussed various issues within the parameters of the above statutes.
Mayor Blad adjourned the Executive Session at 5:39 p.m.

The City Council will meet in an Executive Session on Thursday,
April 6, 2017 at 4:30 p.m. in the Paradice Conference Room, in
accordance with Idaho Code 74-206(l) (b) to consider the evaluation,
dismissal or disciplining of, or to hear complaints or charges
brought against, a public officer, employee, staff member or
individual agent or public school student and 74-206(1)(f) to
communicate with legal counsel for the public agency to discuss the
legal ramifications of and legal options for pending litigation, or
controversies not yet being litigated but imminently likely to be
