CITY OF POCATELLO, IDAHO CITY COUNCIL LIAISON WORKING LUNCH JULY 6, 2017 Mayor Brian Blad called the City Council Liaison Working Lunch to order at 1:10 p.m. Council members present were Heidi Adamson, Roger Bray, Jim Johnston, Gary Moore and Michael L. Orr. Council member Steve Brown was excused. Also in attendance were Ruth Whitworth, City Clerk; and David Gates, Fire Chief. Discussion centered on Fire Department expenses, Boards/Committees the Council are liaison to and general City topics. No formal action was taken. Mr. Gates reviewed the Fire Department’s over-time (OT) budget. He explained the department’s OT hours is a complex problem and has been an issue for many years. Mr. Gates reviewed steps he has taken to help with unscheduled OT and that OT is being allocated appropriately. The cause of large amounts of OT was reviewed. One cause of continued OT is the non-emergency transport of patients by Fire Department staff. General discussion regarding Fire Department employee OT costs continued. It was noted that minimum staffing needs are based upon the number of ambulances and apparatus used by the department. Mr. Gates was excused at 2:25 p.m. Council discussion regarding employee costs in general followed. It was suggested that Council make a request to discuss options regarding non-emergency transport of patients at the next Joint Cities/County meeting to be hosted by Bannock County on July 17, 2017. The Idaho Transportation Department Siphon Interchange project was discussed. General information about the project was shared. Steps to make budget decisions regarding future development were reviewed. Effective communication between Mayor Blad and Council members will be a priority. Mr. Bray was excused at 3:15 p.m. Mr. Orr gave an update on Airport Commission and Historic Preservation Commission activities. Mr. Moore gave an update on the Senior Citizens Center. Ms. Adamson gave an update on Iwamizawa Japan Committee activities. Mr. Johnston gave an update on Pocatello Housing Authority activities. It was suggested that Terri Neu, staff liaison for the Historic Preservation Committee attend the August 3, 2017 Working Lunch to share information with the Council. Mr. Orr was excused at 3:40 p.m. At which time a quorum of the Council was lost. Mayor Blad adjourned the working lunch at 3:40 p.m. CITY COUNCIL WORKING LUNCH 2 JULY 6, 2017 APPROVED: BRIAN C.
