CITY OF POCATELLO, IDAHO CITY COUNCIL STUDY SESSION CLARIFICATION WORKING LUNCH OCTOBER 19, 2017 Mayor Brian Blad called the City Council Study Session Clarification Working Lunch to order at 1:06 p.m. Council members present were Heidi Adamson, Jim Johnston, Gary Moore and Michael L. Orr. Council member Steve Brown arrived at 2:00 p.m. Council member Roger Bray arrived at 2:39 p.m. Also in attendance were Ruth Whitworth, City Clerk; and Jared Johnson, City Attorney. Discussion centered on items from the October 12, 2017 Study Session and economic development in east Idaho. No motions or decisions were made. Mayor Blad gave a brief summary regarding the storage container mentioned during a Pocatello Housing Authority update at the October 12, 2017 Study Session. The City will evaluate where storage containers are being used on City property to ensure they meet the zoning requirements. Council reviewed the surgery center proposal for the Animal Shelter and shared their appreciation of the volunteer veterinarian and Rhett Nicks, Shelter Manager for the work being accomplished at the shelter. Matthew Lewis and Carl Anderson, Senior Planners for the City of Pocstello; joined the meeting at 1:45 p.m. to discuss the current billboard sign moratorium and proposed amendments to City Code 15.20.240. Mr. Lewis reviewed a proposed ordinance regarding new off premises/billboard signs as instructed by Council at the October 12, 2017 Study Session. The draft ordinance included information suggested by Planning staff to help control the placement of new off premises/billboard signs. A great deal of discussion ensued among Council members regarding the following: disallowing additional electronic signage; and consideration of a “cap and trade” ordinance. General discussion regarding sign types which include: electronic, static, old/new and lighted signs followed. Placement of new billboard signs in the city such as: creation of specific corridors; possible cap and trade; and other various options/areas were further discussed. Council directed staff to draft a revised ordinance including options for cap and trade for off-premises billboards. The proposed ordinance will be discussed at a public hearing, followed by Council’s consideration for adoption. It was noted that the ordinance adoption must be completed prior to the November 30, 2017 expiration of a moratorium pertaining to the acceptance of applications and the granting of permits received on or after June 1, 2017, for off-premise (billboard) signs – both electronic and static as outlined in Resolution 2017-09.
