SPECIAL CITY COUNCIL MEETING
JUNE 28, 2018
AGENDA ITEM NO. 1: The Special City Council meeting was called to order at 9:01 a.m. by
ROLL CALL Mayor Brian Blad. Council members present were Heidi Adamson,
Roger Bray, Rick Cheatum, Jim Johnston, Linda Leeuwrik and Beena
Mannan. Also in attendance were Ruth Whitworth, City Clerk; Jared Johnson, City Attorney; Ashley
Linton-Welsh, Senior Accountant; Chris Sorenson, Chief Information Officer; Bert Hulse,
Programmer/Analyst; Lynn Transtrum, Building Inspector; Melanie Gygli, Planning and
Development Services Director; Jeff Mansfield, Public Works Director; Heather Buchanan, Human
Resources Director; and Laura Jenkins, HR Benefits and Compliance Coordinator.
AGENDA ITEM NO. 2: Information regarding a proposed Digital Building Plan as presented
DIGITAL BUILDING at the June 14, 2018 Study Session was reviewed.
PLAN UPDATE
Mr. Hulse distributed information and a breakdown of costs to implement an electronic plan review
solution. He noted the proposed solution will benefit Building, Planning, Engineering and Fire
departments. Building plans may be processed more quickly since multiple departments will be able
to review the documents simultaneously.
General discussion regarding set up of the proposed program outlining hardware/software costs and
implementation of the program was held. Mr. Hulse would like to submit the request as a Sole
Source Purchase for Council’s review at a future meeting.
AGENDA ITEM NO. 3: Information regarding a proposal about Columbus Day was shared.
COLUMBUS DAY
INFORMATION
Mayor Blad shared information regarding a proposal related to Columbus Day. The proposal would
like the City to consider an Indigenous People’s Day in Pocatello.
General discussion regarding federal and state holidays followed. It was mentioned the City does
not create an official document to recognize a particular holiday. A proclamation by the Mayor is
the standard practice for recognizing special groups, events and individuals.
A majority of the Council felt the creation of a proclamation recognizing indigenous peoples will
continue the City’s historical process used to promote local organizations and individuals living in
our community.
There being no further business, Mayor Blad adjourned the meeting at 10:15 a.m.
