CITY OF POCATELLO, IDAHO SPECIAL CITY COUNCIL MEETING JOINT CITY/COUNTY UPDATE NOVEMBER 14, 2019 ROLL CALL The Special City Council meeting was called to order at 1:34 p.m. by Council President Jim Johnston. Council members present were Heidi Adamson, Roger Bray, Rick Cheatum, Jim Johnston and Linda Leeuwrik. Council member Beena Mannan was excused. Mayor Blad arrived at 1:37 p.m. Also in attendance were County Commissioners Terrel “Ned” Tovey and Commissioner Ernie Moser. City and County staff members were also in attendance. Dave Gates, Fire Chief, stated that the meeting was to review the Fire and EMS Service Master Plan with the City Council and Bannock County Commissioners. He introduced Don Bivins, Project Manager for Emergency Service Consulting International. Mr. Bivins gave an overview of the Master Plan and displayed a map of the service area. He reviewed historical services from 2011 through 2018. Mr. Bivins reviewed the Pocatello Fire Department and Bannock County Ambulance performance and outlined measures which could be improved upon. He added that processing and turnout times could also be improved. Mr. Bivins recommended strategies for improvement and recommended that the City strategize resolution of issues regarding organization. Council members and Commissioners discussed the topics of unifying dispatch, emergency management, and future staffing and facility needs for Pocatello.
