CITY COUNCIL EXECUTIVE SESSION
APRIL 8, 2020
An Executive Session of the City Council was called to order by Mayor Brian Blad at 10:00 a.m. in the
Council Chambers at City Hall. Council members were in attendance as follows: physically – Heidi
Adamson; by phone - Roger Bray, Rick Cheatum, Linda Leeuwrik, Claudia Ortega and Chris Stevens.
A motion was made by Ms. Heidi Adamson, seconded by Mr. Cheatum, to convene into Executive
Session in accordance with Idaho Code Section 74-206(l)(j) to consider labor contract matters
authorized under section 67-2345[74-206A] (a) (b), Idaho Code. Upon roll call, those voting in favor
were Adamson, Cheatum, Bray, Leeuwrik, Ortega and Stevens.
In addition to the Mayor and Council members, the following staff members were in attendance: Ruth
Newsom, City Clerk; Jared Johnson, City Attorney; Heather Buchanan, Human Resources Director;
David Gates, Fire Chief, and Ashley Linton-Welsh, Chief Financial Officer/Treasurer.
Council discussed topics within the parameters of the above statute.
Mayor Blad adjourned the Executive Session at 10:57 a.m.

1: ROLL CALL.
2: CONVENE INTO EXECUTIVE SESSION: Council members may wish to convene into
Executive Session as outlined in Idaho Code 74-206 (1)(j) To consider labor contract matters
authorized under section 67-2345A[74-206A] (a) (b), Idaho Code; and section 74-206(1) (f) To
communicate with legal counsel to discuss the legal ramifications of and legal options for
pending litigation, or controversies not yet being litigated but imminently likely to be litigated,
Idaho Code. (Action Item)
3: Council members will participate in an Executive Session as outlined above. No final action will
be taken or final decision made in Executive Session. This meeting will be adjourned
immediately upon exiting the Executive Session.
