CITY COUNCIL SPECIAL MEETING
APRIL 26, 2021
AGENDA ITEM NO. 1: A Special Meeting of the City Council was called to order by Mayor
ROLL CALL Brian Blad at 1:02 p.m. in the Council Chambers at City Hall.
Council members in attendance were Heidi Adamson, Roger Bray,
Rick Cheatum, Linda Leeuwrik, Claudia Ortega and Chris Stevens.
AGENDA ITEM NO. 2: Council was asked to consider an ordinance repealing Ordinance
ORDINANCE No. 3061, “Establishing standards for face coverings for individuals
REPEALING when they are in public places”.

A motion was made by Ms. Stevens, seconded by Mrs. Ortega, that Agenda Item No. 2, be read only
by title and placed on final passage for publication and that only the ordinance summary sheet be
submitted for publication. Upon roll call, those voting in favor were Stevens, Ortega, Adamson, Bray,
Cheatum, Leeuwrik.
Jared Johnson, City Attorney, read the ordinance by title.
Mayor Blad declared the final reading of the ordinance repealing Ordinance No. 3061, “Establishing
standards for face coverings for individuals when they are in public places”. Mayor Blad asked “Shall
the ordinance pass?” Upon roll call, those voting in favor were Adamson, Bray, Cheatum, Ortega and
Stevens. Leeuwrik voted in opposition to the motion. The motion passed. Mayor Blad declared the
ordinance and summary sheet passed, that it be numbered 3067 and be submitted to the Idaho State
Journal for publication.
Mayor Blad clarified that face covering policies established by schools and private businesses remain in
effect, according to the organization’s policy. He added that face coverings are still required at all City
of Pocatello facilities.
A motion was made by Mr. Bray, seconded by Ms. Stevens, that should the number of COVID-19
cases rise to 15 or more active cases for 14 days in a row, or if there are 30 or more cases for three (3)
days in a row, that the City Council shall meet in a Special Meeting to consider reinstatement of an
ordinance establishing standards for face coverings for individuals while in public places within the city
of Pocatello.
Jared Johnson, City Attorney, clarified that the Special Meeting would be to discuss the possibility of
reinstating the face covering ordinance and placement of an ordinance on a future agenda, but that an
ordinance would not be voted upon at that Special Meeting.
Mr. Bray’s motion was voted upon at this time. Upon roll call, those voting in favor were Bray,
Stevens, Leeuwrik and Ortega. Adamson and Cheatum voted in opposition to the motion. The
motion passed.
AGENDA ITEM NO. 3: A motion was made by Mr. Bray, seconded by Ms. Stevens, to
EXECUTIVE SESSION convene into Executive Session in accordance with Idaho Code
Section 74-206(l)(j) to consider labor contract matters authorized
under section 74-206A (1)(a) and (b), Idaho Code. Upon roll call, those voting in favor were Bray,
Stevens, Adamson, Cheatum, Leeuwrik and Ortega.

The Executive Session began at 1:25 p.m. In addition to the Mayor and Council members, the
following staff members were in attendance: Konni Kendell, City Clerk; Jared Johnson, City Attorney;
Anne Nichols, Administrative Services Manager; Jim Krueger, Chief Financial Officer; and Heather
Buchanan, Human Resources Director.
Council discussed topics within the parameters of the above statute.
There being no further business, Mayor Blad adjourned the meeting at 3:42 p.m.
