CITY OF POCATELLO, IDAHO CITY COUNCIL BUDGET DEVELOPMENT MEETING JUNE 29, 2021 AGENDA ITEM NO. 1: Mayor Brian Blad called the City Council Budget Development ROLL CALL Meeting to order at 2:20 p.m. Council members present were Roger Bray, Rick Cheatum, Linda Leeuwrik, Claudia Ortega and Chris Stevens. Council member Heidi Adamson was excused. AGENDA ITEM NO. 2: Mayor Blad presented a draft budget proposal to Council members 2022 BUDGET for their consideration and input. Changes, if necessary, may be PRESENTATION addressed at the July 8, 2021 Budget Development Meeting. Mayor Blad stated that COVID-relief funding will be made available directly to the City with up to three (3) years to utilize funds. He added that there are projects considered “shovel ready” and ready to be put into place when funding is distributed to the City. Mayor Blad clarified that the City has not yet received its final property tax allocation figures from Bannock County. Fiscal Year 2022 budget amounts associated with Fire Union negotiations are not yet finalized. In response to a question from Council, Mayor Blad stated that the City of Pocatello will be the first recipient to receive reimbursement from the Northgate TIF District. Council discussion took place regarding possible COVID relief funding allocations, Police Department vehicle needs and City staffing. Mayor Blad asked Council members to study the proposed budget items and provide questions and/or feedback to him and to the CFO for additional budget discussion to take place at the July 8, 2021 Work Session. He reminded Council members that budget reductions may occur after publication, but increases may not occur after publication of the budget ordinance. In response to a question from Council, Mayor Blad stated that the Animal Services Director vacancy would not immediately be filled and that the Police Department would continue to work with Animal Services staff.
