CITY COUNCIL SPECIAL MEETING
MARCH 10, 2022
A Special Meeting of the City Council was called to order by Mayor Brian Blad at 1:27 p.m. in the
Council Chambers at City Hall. Council members in attendance were Roger Bray, Rick Cheatum, Linda
Leeuwrik, Josh Mansfield, Claudia Ortega and Chris Stevens.
A motion was made by Mr. Cheatum, seconded by Ms. Leeuwrik, to convene into Executive Session in
accordance with Idaho Code 74-206(1)(e) To consider preliminary negotiations involving matters of
trade or commerce in which the governing body is in competition with governing bodies in other states
or nations.
Mrs. Ortega stated she is not comfortable convening into Executive Session and feels the item is not
appropriate for an Executive Session.
Jared Johnson, City Attorney, confirmed that the topic to be considered was in accordance with Idaho
Code 74-206(1)(e).
Council members discussed the appropriateness of the proposed motion.
Mr. Cheatum’s motion was voted upon at this time. Upon roll call, those voting in favor were
Cheatum, Leeuwrik and Mansfield. Bray, Ortega and Stevens voted in opposition to the motion. The
motion failed. The Council did not convene into Executive Session.
Mayor Blad adjourned the meeting at 1:27 p.m.

but due to COVID-19 guidelines, strict social distancing measures are in place.
DURING LOW/MEDIUM COMMUNITY LEVEL DESIGNATIONS,
INDIVIDUALS ARE ENCOURAGED, BUT NOT REQUIRED,
TO WEAR MASKS/FACE COVERINGS.
DURING HIGH COMMUNITY LEVEL DESIGNATIONS,
INDIVIDUALS WILL BE REQUIRED TO WEAR MASKS/FACE COVERINGS.
1: ROLL CALL.
2: CONVENE INTO EXECUTIVE SESSION: Council members may wish to convene into
Executive Session as outlined in Idaho Code 74-206(1)(e) To consider preliminary negotiations
involving matters of trade or commerce in which the governing body is in competition with
governing bodies in other states or nations. (ACTION ITEM)
3: Council members will participate in an Executive Session as outlined above. No final action will
be taken or final decision made in Executive Session. This meeting will be adjourned
immediately upon exiting the Executive Session.
