The meeting began at 6:03 P.M.
Chair Vizcarra noted that Agenda Item 4 would not be heard this evening, by the applicant’s request.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-

PRESENT: Ruta Casabianca, Denis Clijsters, Josh Pohlman, and Marty Vizcarra.
EXCUSED: Cindy Peterson.

Denis Clijsters noted he would be recusing himself for Agenda Item 3, being the owner of Station Square
LLC and part of the COA application. Vizcarra works for the company that did some work on this project, but
Vizcarra had no direct contact with the project and None of the other members had any conflict of interest or
Ex-Parte contact.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish waive the oral reading of the minutes and approve the regular meeting minutes
from January 5, 2022 and the open house meeting minutes from January 19, 2022.
It was moved by R. Casabianca and seconded by D. Clijsters to approve the minutes as written from the
regular meeting minutes from January 5, 2022 and the open house meeting minutes from January 19, 2022.
Those in favor: Casabianca, Clijsters, Pohlman and Vizcarra. Unanimous. Motion carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS
Off the Rails Brewery – Pocatello LLC & Station Square LLC, has submitted an application for a certificate
of appropriateness to replace the back entrance and add a patio side door on the north side of the building at
228 S. Main Street. The application also includes the addition of landscaping and patio space on the non-
building portion of property located at 200 S. Main Street.
Justin Arias of Off the Rails Brewery, he is one of the people buying the business from the current owners,
which will close in a week. The new ownership would like to remove the current back door and replace with a
garage door and back entrance. Move the old door for the patio side door, which will be around thirty-four
(34) feet from the back of the Off the Rails. The garage door will be closed to public access. The patio side
door will serve as the second exit for the brewery.
Questions were clarified on distance and access of the door back doors.
It was moved by R. Casabianca and seconded by J. Pohlman to approve the request from Off the Rails
Brewery – Pocatello LLC and Stations Square LLC as presented, finding the application meets the criteria for
review as well as all local and national standards. Those in favor: Casabianca, Pohlman and Vizcarra.

AGENDA ITEM #4: 244 W. CENTER STREET – THE MONARCH BULIDING
The Commission will hear an update regarding the rehabilitation plans for the Monarch building at 244 W.
Center St.
This agenda item will not be heard this evening because the applicant could not attend.
With no other business, Chair Vizcarra closed the meeting at 6:17 PM and moved the Commission into the
work session.

THE BRADY CHAPEL CENTENNIAL CAMPAIGN PLAN
The Commission may wish to discuss and coordinate plans for funding & events.

It was agreed to have table at the Environmental Fair on Saturday, April 16. Invite the Friends of the
Brady Chapel. A child appropriate activity needs to be provided for this event.
A report of funds will be created for the Friends of the Brady Chapel meeting on February 9, 2022.
DOWNTOWN HISTORIC DISTRICT ENGAGEMENT
The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic
District.
Vizcarra stated the meeting was a success. It was decided to have individual topics for each meeting. Historic
Preservation and the Downtown Development Plan will be the topics for the February 16 meeting. Members
will send Jim topics to be considered during the March 2 meeting.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also plays
a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription.
The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to

AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC meeting minutes from December 1, 2021,
and approve the minutes as written.
It was moved by J. Pohlman and seconded by C. Peterson to approve the minutes as written from December
1, 2021. Those in favor: Barthlome, Casabianca, Peterson, Pohlman and Vizcarra. Unanimous. Motion
carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS
Mark Dahlquist of NeighborWorks Pocatello, represented by Randy Dixon of Relight the Night, has
submitted an application for a Certificate of Appropriateness to install a neon display on the corner of 206 N.
Arthur Avenue, the Eagles Building.
Randy Dixon of Relight the Night gave a summary about the Eagles Aerie 119 neon sign and placing it on
the Eagle Building and restoration will begin upon the COA approval by the HPC. The sign will be restored
with exact matching blue and white letters with the white neon lights. It will be mounted on the corner at a 45
degree angle with a bucket and second man installation type. The Eagles sign will be the twenty-first neon
sign rehabilitated in Pocatello.
It was moved by C. Peterson and seconded by D. Clijsters to approve the request by NeighborWorks
Pocatello and Relight the Night for a new neon display as presented. Chair Vizcarra noted to include the
conditions listed in the staff report and to authorize the Chair to sign the Certificate of Appropriateness. The
motion did not go to vote, Failed.
It was moved by C. Peterson and seconded by D. Clijsters to approve the request by NeighborWorks
Pocatello and Relight the Night for a new neon display as presented, finding the application meets the criteria
for review under Chapter 17.04.210.I of Pocatello City Code as well as the Design Guidelines for Pocatello’s
Downtown Historic District and the National Standards and the conditions listed in the staff report, and to
authorize the Chair to sign the Certificate of Appropriate. Those in favor: Barthlome, Casabianca, Clijsters,
Peterson, Pohlman and Vizcarra. Unanimous. Motion carried.

CERTIFICATE OF APPROPRIATENESS

RECOMMENDATION & CONDITIONS:
Staff concludes that the application for a certificate of appropriateness is compliant with Pocatello Municipal Code
Section 17.04.210 with the following conditions:
1. Trees included in the landscaping as proposed shall be at least one and one-half inches (1 ½ ") in caliper for each
and shall be selected from the city's approved planting list;
2. Trees, shrubs, perennials, perennial grasses, and ground covers shall be located and spaced to accommodate
their mature size on the site;
3. All land use and development within the City of Pocatello shall be equipped with an irrigation system
appropriate to the type of plantings and soil properties; and
4. All applicable standards of the City of Pocatello Municipal Code Title 17 Zoning Regulations not herein listed and
applicable shall apply.
REQUEST:
Off the Rails Brewery – Pocatello LLC & Station Square LLC, has submitted an application for a certificate of
appropriateness to replace the back entrance and add a patio side door on the north side of the building at 228 S. Main
Street. The application also includes the addition of landscaping and patio space on the non-building portion of property
located at 200 S. Main Street.
BACKGROUND:
The building at 228 S. Main Street was built after 1931. The Inventory-Nomination Form for the Pocatello Historic
District listing on the National Register of Historic Places in 1972 states, “This small single-story red brick building has
been painted white. Although the store front has been altered, the original brick façade, concrete coping band, and
proportions are intact and visible. The building appears to have been built within the district’s period of significance,
which extends to 1939.”
DESIGN GUIDELINES FOR POCATELLO’S DOWNTOWN HISTORIC DISTRICT:
Staff finds the following standards identified in the design guidelines for the downtown historic district to be applicable
to this application:
1. Exterior alterations and changes should be kept to a minimum.
2. The building should conform to surrounding buildings and other street features.
3. Every effort should be made to maintain and preserve the building’s original materials and colors.
4. Original and distinctive architectural details should be retained or restored.
5. Signs should be architecturally compatible with the design of the original or proposed building.

THE SECRETARY OF THE INTERIOR’S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES:
Staff finds the following standards identified in the Secretary of the Interior’s Standards for the Treatment of Historic
Properties to be applicable to this application:
“Rehabilitation is defined as the act or process of making possible a compatible use for a property through repair,
alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural
values.”
Standards for Rehabilitation:
1. A property will be used as it was historically or be given a new use that requires minimal change to its distinctive
materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration
of features, spaces and spatial relationships that characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of
historical development, such as adding conjectural features or elements from other historic properties, will not be
undertaken.
4. Changes to a property that have acquired historic significance in their own right will be retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize
the restoration period will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible,
materials. Replacement of missing features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments
that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be distributed, mitigation
measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and
spatial relationships that characterize the property. The new work will be differentiated from the old and will be
compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the
future, the essential form and integrity of the historic property and its environment would be unimpaired.

5. Certificate Of Appropriateness; Standards For Review: In reviewing applications for certificates of appropriateness
for new construction or alterations of buildings, sites, structures, and objects within a historic district, the criteria
for review are as follows:
A. Adverse impacts to the historical integrity of the property or structure shall be minimized.
1. Changes to the defining characteristics of the building or site shall be minimized.
2. Removal of historic materials and features of the building or site shall be avoided.
3. Historic materials shall be retained where possible. Where not feasible, compatible materials shall be
encouraged.
B. The proposed work shall be compatible with the property or structure itself, as well as the surrounding
neighborhood or district. Consideration shall be given to exterior design, site layout, proportion, detail, scale,
color, texture, and materials.
C. Landscaping shall be compatible with the historic character of the property itself, as well as with the
surrounding neighborhood or district.
D. The style, materials, size and location of signs shall be compatible with the historic character and scale of the
property or structure as well as to the surrounding neighborhood or district.
E. The historic preservation commission must consider the property's suitability for preservation or restoration;
educational value; cost for preservation or restoration; cost of acquisition, restoration, maintenance, operation,
or repairs; possibilities for adaptive or alternative use of the property; appraised value and administrative and
financial responsibility of any person or organization willing to underwrite all or a portion of such costs.
6. A title report, property deed, or other legal documentation of ownership of the site in question, whether freehold,
option, or lease for anything other than sign installation.
7. In cases where the application is for demolition, the necessity for the demolition shall be justified in writing. This
shall include at a minimum:
A. A detailed structural analysis conducted by a licensed architect or structural engineer.
B. The reasons for the building’s demolition and the urgency for so doing.
PLEASE NOTE: Issues relating to access to or encroachments upon public rights-of-way are not within the purview of the
Historic Preservation Commission. Such matters must be reviewed and decided by separate application to the City
Engineering Department.
The approval of this application does not permit the violation of any federal or state codes, any section of the Building

Patio Project
Off the Rails Brewery/Station Square
General Outline:
Upon completion of change of ownership at Off the Rails, we would like to partner with
Station Square on this patio project to be implemented in Spring 22’. Off the Rails will
remove the current door in the back of the brewery (Appendix A) and move it to be a patio
side door (Figure 2). The dimensions of the double door dimensions are 76”W x 86”H and
the complete door frame is 114”W x 119”H. The double door dimensions will place the
door between 34’ – 40’ from the back entrance of the brewery on both sides (Appendix B &
C). Per the patio diagram (Appendix D), we will build out a concrete pathway for easy
entrance and exit. A new garage door will replace the current door with similar style to the
current garage door in the front entrance (Appendix E). The back entrance to Off the Rails
will be closed to the public and serve as a brewery/employee entrance. The patio side door
will serve as the second egress exit for patrons.
Patio Design
The current design is a great visual for what we want to achieve for the space. A cozy
patio area with greenery to create an inviting environment in Old Town Pocatello. Ideally,
the deck will be composite decking to maintain a clean look over the years through
weather. The trees and shrubbery will add a nice addition to the back area. We can add
concrete barriers on both sides of the deck entrance for additional safety to create a barrier
from vehicles.
