HISTORIC PRESERVATION COMMISSION Minutes for June 1, 2022 at 6:00 p.m. City Council Chambers, Municipal Building 911 N. 7th Avenue, Pocatello, ID Tabatha Butler called the meeting to order at 6:05 p.m. AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX- PARTE CONTACT Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any influence. Disclose if there is anything personally or professionally that would not allow an impartial or unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen. PRESENT: Tabatha Butler, Ruta Casabianca, Denis Clijsters and Cindy Peterson. UNEXCUSED: Marty Vizcarra and Josh Pohlman. STAFF: Jim Anglesey. AGENDA ITEM #2: APPROVAL OF MINUTES The Commission may wish to waive the oral reading of the HPC meeting minutes held May 4 and May 25 of 2022 and approve the minutes as written. It was moved by R. Casabianca and seconded by D. Clijsters to approve the minutes as written held May 4 and May 25 of 2022. Those in favor: Butler, Casabianca, Clijsters and Peterson. Unanimous. Motion carried. AGENDA ITEM #3: HPC CHAIR AND VICE CHAIR ELECTIONS The Commission may wish to have elections for a new Chair and Vice Chair for the next year. It was moved by C. Peterson and seconded by D. Clijsters to elect Marty Vizcarra as HPC Chair. Those in favor: Butler, Casabianca, Clijsters, Peterson. Unanimous. Motion carried. It was moved by D. Clijsters and R. Casabianca to elect Tabatha Butler as HPC Vice Chair. Those in favor: Butler, Casabianca, Clijsters, Peterson. Unanimous. Motion carried. With no other business, Butler closed the meeting and moved the Commission into the work session at 6:13 pm. *** WORK SESSION *** Interim Chair Butler opened the work session at 6:13 p.m. THE BRADY CHAPEL CENTENNIAL CAMPAIGN PLAN The Commission may wish to discuss and coordinate plans for funding & events. DOWNTOWN HISTORIC DISTRICT ENGAGEMENT The Commission may wish to discuss plans to engage the public in the Downtown Historic District. The Commission would contact Randy Dixon about Downtown engagement meeting on June 15, 2022. Seventh Avenue, City Council Chambers Limited in-person attendance is allowed, but due to COVID-19 guidelines, social distancing measures are in place. During low/medium community level designations, individuals are encouraged, but not required, to wear masks/face coverings. During high community level designations, individuals will be required to wear masks/face coverings. City Hall is accessible to persons with disabilities. The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items on the agenda. It was moved by D. Clijsters and seconded by T. Butler to approve the minutes as written held April 6, 2022, and April 20, 2022. Those in favor: Casabianca, Clijsters, Peterson, Pohlman and Vizcarra. Unanimous. Motion carried. With no other business, Vizcarra closed the meeting and moved the Commission into the work session at 6:04 pm. *** WORK SESSION *** Chair Vizcarra opened the work session at 6:04 p.m. THE BRADY CHAPEL CENTENNIAL CAMPAIGN PLAN The Commission may wish to discuss and coordinate plans for funding & events. • Discussion on grants and funding • Event planning • Memorial Day 11:00 a.m. – 4 p.m. – Vizcarra will talk with FOBC on people need. DOWNTOWN HISTORIC DISTRICT ENGAGEMENT The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic District. • Downtown Meetings • HPC purpose & future direction • Revision to guidelines timeline • Cancel the May 18 meeting and have a special meeting at a change of location to attend and support the Relight the Night Special event the end of May, the date will be determined by the next agenda. AGENDA ITEM #1: HPC PARTICIPATION IN RELIGHT THE NIGHT EVENT The Commission supported the community at the Relight the Night relighting ceremony event. No business transpired during the event.
