Chair Vizcarra opened the meeting which began at 6:20 P.M.

D. Clijsters disclosed that he is the applicant of agenda item #4 and will recuse himself for that item.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the meeting minutes and approve the meeting minutes
held August 17 of 2022.
Butler called for corrections on the minutes for agenda item #3 regarding reasons for approval as follows:
“finding the application meets the criteria for review as well as all local and national standards, with the
conditions listed in the staff report and to authorize the Chair to sign the Certificate of Appropriateness.
Further, it is found that the proposed alterations and window signage will not affect the historical integrity of
the building, and that the window vinyl will help preserve the historic penny tile within the interior of the
building from solar degradation.”
It was moved by T. Butler and seconded by J. Young to approve the minutes with corrections as stated from
August 17 of 2022. Those in favor: Butler, Casabianca, Clijsters, Vizcarra and Young. Unanimous. Motion
carried.
AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS – FILE 22-6 – ACTION ITEM
Poky Dot Boutique, represented by Sign Up Signs & Graphics, has submitted an application for a certificate
of appropriateness for wall signage at 141 N. Main Street.
Shane Martin of SignUp Signs & Graphics, presented the application for signage.
It was moved by D. Clijsters and seconded by J. Young to approve the request from Poky Dot Boutique as
presented, finding the application meets the criteria for review as well as all local and national standards, with
the conditions listed in the staff report and to authorize the Chair to sign the Certificate of Appropriateness.
Those in favor: Butler, Casabianca, Clijsters, Vizcarra and Young. Unanimous. Motion carried.
AGENDA ITEM #4: CERTIFICATE OF APPROPRIATENESS – FILE 22-7 – ACTION ITEM
Denis Clijsters has submitted an application for a certificate of appropriateness for new windows at 200 S.
Main Street, The Fargo Building, otherwise known as “Station Square”.
Denis Clijsters, presented the application for new windows.
The Commission ensued in discussion regarding the proposal.

It was moved by J. Young and seconded by R. Casabianca to approve the request from Denis Clijsters as
presented, finding the application meets the criteria for review as well as all local and national standards, with
the conditions listed in the staff report and to authorize the Chair to sign the Certificate of Appropriateness.
Those in favor: Butler, Casabianca, Vizcarra and Young. Unanimous. Motion carried.
With no other business, Chair Vizcarra closed the meeting at 6:38 PM and moved the Commission into the
work session.

The Commission may wish to discuss and coordinate plans for funding & events.
Casabianca provided an update on the Brady Chapel Campaign.
DOWNTOWN HISTORIC DISTRICT ENGAGEMENT
The Commission may wish to discuss and coordinate plans to engage the public in the Downtown Historic
District.
In place of the regularly scheduled meeting on September 21st, the Commission agreed to cancel the regular
meeting and hold a special meeting through participation at the opening event for the Idaho Heritage
Conference on September 19th from 6-7pm.
HPC PARTICIPATION IN COMMUNITY EVENTS
The Commission may wish to discuss the possibility of participating in the Idaho Heritage Conference &
Triangle Neighborhood Event.
Anglesey presented information regarding event opportunities to the Commission.
The Commission intends to participate in the Triangle Neighborhood Event as well as the Idaho Heritage
Conference.
With no other business, Chair Vizcarra closed the work session at 6:55PM.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also
plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and
transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will
be limited to those items on the agenda.

AGENDA ITEM #3: CERTIFICATE OF APPROPRIATENESS – FILE 22-5 – ACTION ITEM
Downtown Valentine Ballroom, LLC, represented by Denis Clijsters and Mecinna Price, has submitted an
application for a certificate of appropriateness for wall and window signage as well as a mural at 100 S.
Arthur Ave., the Valentine Building.
Denis Clijsters, owner of the Valentine building, presented the application for banners and a mural.
The Commission ensued in discussion regarding precedent on exceptions to the sign code.
Window coverage adds to the interior
Mecinna Price explained that the 50% coverage for window signage is outdated and full coverage adds to the
aesthetics of the city.
John Hanley, mural artist, explained his intent for the proposed mural.
It was moved by J. Pohlman and seconded by J. Young to approve the request from Downtown Valentine
Ballroom, LLC as presented, finding the application meets the criteria for review as well as all local and
national standards, with the conditions listed in the staff report and to authorize the Chair to sign the
Certificate of Appropriateness.

RECOMMENDATION & CONDITIONS:
Staff concludes that the application for a certificate of appropriateness is compliant with Pocatello Municipal Code
Section 17.04.210. Should the Historic Preservation Commission approve the request, staff recommends the following
conditions:
1. The applicant shall submit a sign permit application and receive approval prior to any work being completed.
2. The applicant shall contact the City of Pocatello Engineering Department to obtain a Right-of-Way Use License
for the proposed signage that is to be suspended over a public sidewalk prior to any work being completed.

Appropriateness for wall signage at 141 N. Main Street.
BACKGROUND:
141 N. Main Street was built after 1931 and is considered intrusive to the historic district. The Inventory-Nomination
Form for the Downtown Pocatello Historic District listing on the National Register of Historic Places in 1972 states, “This
single-story building was probably built after the district's period of significance.”
DESIGN GUIDELINES FOR POCATELLO’S DOWNTOWN HISTORIC DISTRICT:
Staff finds the following standards identified in the design guidelines for the downtown historic district to be applicable
to this application:
1. Exterior alterations and changes should be kept to a minimum.
2. The building should conform to surrounding buildings and other street features.
3. Every effort should be made to maintain and preserve the building’s original materials and colors.
4. Original and distinctive architectural details should be retained or restored.
5. Signs should be architecturally compatible with the design of the original or proposed building.
THE SECRETARY OF THE INTERIOR’S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES:
Staff finds the following standards identified in the Secretary of the Interior’s Standards for the Treatment of Historic

materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration

3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of
historical development, such as adding conjectural features or elements from other historic properties, will not be

5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize
the restoration period will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires
replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible,
materials. Replacement of missing features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments
that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources must be distributed, mitigation
measures will be undertaken.
9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and
spatial relationships that characterize the property. The new work will be differentiated from the old and will be
compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the
future, the essential form and integrity of the historic property and its environment would be unimpaired.

significant” façades of the building. Should the Historic Preservation Commission approve the request, staff

the Fargo Building, otherwise known as “Station Square”.
BACKGROUND:
The Fargo building was built in 1916 and is contributing to the historic district. The Inventory-Nomination Form for the
Downtown Pocatello Historic District listing on the National Register of Historic Places in 1972 states, “Designed by
Pocatello architect Frank H. Paradice, this two-story cream-colored brick building is topped by a tin cornice on both
street facades. The second-floor windows are all double-hung sash, and an atrium provides light for the second-floor
apartments. An addition to the south side of the building, added before 1927, is in the same style as the original
structure. This building opened on October 7, 1916, to house the Fargo-Wilson-Wells Mercantile Company. Lyman
Fargo, the senior partner, came to Pocatello in about 1890 as part owner of the Blyth and Fargo Mercantile. The Stafford
Apartments were located on the top floor. The addition originally housed the Western Union telegraph office.”

building. However, for less significant windows, replacement with compatible new
windows may be acceptable. In selecting compatible replacement windows, the
material, configuration, color, operability, number and size of panes, profile and
proportion of metal sections, and reflective quality of the original glass should be
duplicated as closely as possible. A number of metal window manufacturing
companies produce rolled steel windows. While stock modern window designs do
not share the multi-pane configuration of historic windows, most of these
manufacturers can reproduce the historic configuration if requested, and the cost is
not excessive for large orders. Some manufacturers still carry the standard pre-
World War II multi-light windows using the traditional 12" x 18" or 14" x 20" glass
sizes in industrial, commercial, security, and residential configurations. In addition,
many of the modern steel windows have integral weatherstripping, thermal break
construction, durable vinyl coatings, insulating glass, and other desirable features.
Windows manufactured from other materials generally cannot match the thin
profiles of the rolled steel sections. Aluminum, for example, is three times weaker
than steel and must be extruded into a boxlike configuration that does not reflect
the thin historic profiles of most steel windows. Wooden and vinyl replacement
windows generally are not fabricated in the industrial style, nor can they reproduce
the thin profiles of the rolled steel sections, and consequently are generally not
acceptable replacements.”
The applicant seeks to replace the current windows with aluminum which seem to
not include the multi-light feature as the existing windows do. The windows are
proposed to be the same in size but will be placed lower which may require the
removal of some building material below the window. The Commission should
consider this in their review.
