HISTORIC PRESERVATION COMMISSION
Minutes for June 7, 2023 at 6:00 p.m.

The meeting began at 6:01 p.m.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-
PARTE CONTACT
Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any
influence. Disclose if there is anything personally or professionally that would not allow an impartial or
unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen.
PRESENT: Tabatha Butler, Ruta Casabianca, Denis Clijsters, Josh Pohlman (arrived at 6:04 p.m.), Ellen
Ryan, and Marty Vizcarra.
UNEXCUSED: Jim Young.
STAFF: Jim Anglesey and Aceline McCulla.
AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC meeting minutes held May 3, 2023, and to
approve the minutes as written.
It was moved by T. Butler and seconded by E. Ryan to approve the HPC May 3, 2023, meeting minutes with
the correction of Tews name in Agenda item three (3). Those in favor: Butler, Casabianca, Clijsters, Pohlman,
Ryan and Vizcarra. Unanimous. Motion carried.
AGENDA ITEM #3: HPC ELECTIONS
The Commission may wish to elect a Chair and Vice Chair for the next year.
Butler nominated Marty Vizcarra for Chair.
Casablanca nominated Tabatha Butler for Vice Chair.
It was moved by J. Pohlman and seconded by R. Casabianca to appoint Marty Vizcarra as Chair and
Tabatha Butler as Vice Chair. Those in favor: Butler, Casabianca, Clijsters, Pohlman, Ryan and Vizcarra.
Unanimous. Motion carried.
AGENDA ITEM 4: DISCUSS WALKING TOURS ON THIRD WEDNESDAY OF MONTH
The Commission may wish to discuss walking tours on the optional Wednesday of the month.
June 21 - ISU Quad tour is set for 6:00 p.m.
July TBD - Red Light Tour or Presentation. Ryan will contact Arlen Walker on a preference for a tour or a
presentation, and then Ryan will let staff know for a July date and possible location.
August 16 – ISU Library Special Collections Tour with Ellen Ryan for 6:00 p.m.
September 20 – TBD
AGENDA ITEM 5: PRESERVATION PROJECT ASSIGNMENTS
The Commission may wish to discuss preservation projects and updates on assignments.
Butler and Vizcarra had a discussion with Mayor on an option and present ideas to City Council in an
Executive Session for direction on possible preservation projects.
It was moved by T. Butler and seconded by E. Ryan to approve Butler and Ryan to research the Federal

Building and other buildings in the downtown area; Clijsters, Pohlman, and Young to research and report on
economic impacts if the City offices were to locate to downtown; Vizcarra will provide a feasibility report on
specific buildings that would accommodate a City Hall, and Casabianca will research ADA accessibility of
historic buildings downtown, and all findings will be presented to the Commission during the July 5 meeting.
Those in favor: Butler, Casabianca, Clijsters, Pohlman, Ryan and Vizcarra. Unanimous. Motion carried.
Ryan is on the Board of the Bannock County Historic Museum and was asked by Lynn Murdoch to get the
Fort Hall Replica Building on the National Historic Registry, so Ryan volunteered her services to get that
done. Murdoch has spoken to the Mayor about placing this building on the National Historic Register. Ryan
has been working with SHPO on the process and has submitted the Preliminary Eligibility Questionnaire
(PEQ) to get the determination of eligibility done.
Clijsters asked if there was anything the HPC could do to preserve the Monarch Building. Vizcarra noted it
is in the Historic District. Anglesey noted the building is on the National Registry, and tax credits could be
used to rehab the building, but money needs to be available upfront to rehab the building because it is only a
tax credit. Ryan noted tax credit projects need to go through SHPO. Anglesey noted he told the owners about
this option over a year ago, and has not spoken with them since. The owners need to find investors.
Vizcarra will ask the owners to give an update on the Monarch Building before the HPC, possibly the July
meeting.
Casabianca stated the Brady Chapel Memorial Day Open House was successful and they raised over $800 in
donations.
With no other business, Vizcarra closed the meeting at 6:55 p.m.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also
plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and
transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will
be limited to those items on the agenda.

AGENDA ITEM #2: APPROVAL OF MINUTES
The Commission may wish to waive the oral reading of the HPC meeting minutes held April 5, 2023, and to
approve the minutes as written.
It was moved by T. Butler and seconded by R. Casabianca to approve the HPC meeting minutes as written
from April 5, 2023. Those in favor: Butler, Casabianca, Clijsters, Ryan and Vizcarra. Unanimous. Motion
carried.
AGENDA ITEM #3: HISTORIC PRESERVATION PUBLIC ENGAGEMENT
The Commission may wish to discuss and coordinate plans to engage the public in historic preservation.
Butler announced that Amber Twes will give the HPC a tour of ISU lower campus on June 21 at beginning at
6:00 p.m. Vizcarra asked if a schedule of buildings in order of the tour for the agenda is needed. McCulla
clarified that would be needed and to please email the list no later than June 8, as a special meeting will need
to be created and an agenda posted. Others tour will be investigated for July and August.
Fort Hall Replica anniversary is May 20.
Friends of the Brady Chapel will hold the annual Memorial House Open House at the Brady Chapel. Please let
Casablanca know what times you are interested in working. Vizcarra noted he would be available.
AGENDA ITEM 4: POCATELLO DOWNTOWN HISTORIC DISTRICT STANDARDS
The Commission may wish to discuss and coordinate plans to assist in distributing survey information to
district stakeholders and the general public.
Anglesey provided the HPC surveys to pass out and information sheets to distribute for the public to take an
online survey.
Anglesey mentioned the HPC was awarded $15,000 for the Historic Preservation Plan for consultant fees
through the CLG Grant.
With no further discussion, Vizcarra closed the work session at 6:26 p.m.
