Special Meeting Minutes for
Friday, March 1, 2024 from 5:00 p.m. to 8:00 p.m.
Dude’s Public Market, 240 S. Main Street, Pocatello
The work session began at 5:00 p.m.
AGENDA ITEM #1: ROLL CALL AND DISCLOSURE OF CONFLICT OF INTEREST AND EX-
PARTE CONTACT
Disclose who was talked to, the basic substance of the conversation, and whether the conversation had any
influence. Disclose if there is anything personally or professionally that would not allow an impartial or
unbiased decision. Disclose if a site visit was done, location(s) of the visit, and what was seen.
PRESENT 5-6 p.m.: Tabatha Butler, Ranee Parker, and Jim Young.
PRESENT 6-7 p.m.: Ellen Ryan, Ranee Parker, and Jim Young,
PRESENT 7-8 p.m.: Ruta Casabianca, Ranee Parker, Ellen Ryan, and Marty Vizcarra.
UNEXCUSED: Josh Pohlman.

HPC members and Consultant Kirk Huffaker will receive public comment and input on the
Draft Pocatello Downtown Historic Design Standards.
Kirk Huffaker, HPC members and staff were available to the public to answer questions and take comments
on the Draft Pocatello Downtown Historic Design Standards during this evenings work session.
Approximately 10 people asked questions provided comments and options on the draft design standards.
At the end of the Art Walk hours, Vizcarra closed the work session at 8:00 p.m.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions
concerning the exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for
designation of historic properties and historic preservation and promote historic preservation in the city. The Commission also
plays a vital role in the City’s downtown revitalization efforts. All meetings of the HPC are recorded for record retention and
transcription. The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action
will be limited to those items on the agenda.
