HISTROIC PRESERVATION COMMISSON MEETING

Vizcarra called the work session to order at 5:48 p.m.
1. ROLL CALL.
PRESENT: Tabatha Butler, Ellen Ryan, Marty Vizcarra and Jim Young.
EXCUSED: Ranee Parker.
UNEXCUSED: Ruta Casabianca and Josh Pohlman,
STAFF: Jim Anglesey and Aceline McCulla.

2. THE HISTORIC PRESERVATION COMMISSION AND CONSULTANT KIRK HUFFAKER WILL DISCUSS:
A. The Historic Downtown Design Standards.
Consultant Kirk Huffaker presented brainstorming:
Fundraisers or grants for education: Butler offered to write a grant for interpretive award plaques for historic
register buildings, which would be turned over to the City Grant Manager to handle for the City. Educate non-
residents (Pocatello/Bannock County) through events and programs
Strong Historic Core
Vision keywords and phrases: scrappy, eclectic, diverse, entrepreneurial spirit
Railroad, community, education, expanding interpretation, functional museum, strong historic core is asset, love,
repurpose, connection-Shoshone Bannock Tribes, Hub City-Gate City
Public Engagement Between May-August 2025: Environmental Fair 4.17, Revive After 5, Farmers Market,
Wellness Center Health Fair in May?
Check with BM for available funds to print postcards or business cards with QR Code to pass out at events.

Questions will be emailed to the Commission for input, Commission will reply back to staff within the established
3-5 days with responses. Staff will compile the data and forward to Huffaker. The Commission agreed.

B. THE HISTORIC PRESERVATION PLAN.
Consultant Huffaker presented the incorporated public comments received from the March 1 Open House event.
The Plan will be sent to SHPO for review on April 1, presented to City Council during the April 11 Work Session for
approval. Upon SHPO approval, the HPC public hearing will be May 1 to recommend approval to City Council of
the final Historic Preservation Plant adoption and Ordinance.
With no further discussion, Vizcarra closed the work session at 7:21 p.m.

The Historic Preservation Commission is a citizen advisory group to the City Council. They are charged with making decisions concerning the
exteriors of the buildings in the Downtown Historic District, make recommendations to the City Council for designation of historic properties
and historic preservation and promote historic preservation in the city. The Commission also plays a vital role in the City’s downtown
revitalization efforts. All meetings of the HPC are recorded for record retention and transcription.
The following is the official agenda of the Historic Preservation Commission. Discussion and Commission action will be limited to those items
on the agenda.
