Items may be taken out of order upon request of the Chair or consensus among the Commissioners of the Vehicle Parking District. While the Commission is in session, the Commissioners and City Staff shall preserve order and decorum. In that regard, Commissioners of the Vehicle Parking District and the public shall not cause any delay or disruption in the proceedings or refuse to obey the directives of the Presiding Officer. Any person wishing to speak may do so only as directed by the Presiding Officer. Any person not adhering to the standards of conduct and decorum may be asked to leave the meeting. Unauthorized remarks from the audience, profanity, personal attacks, shouting, and similar demonstrations of disruptive conduct shall not be permitted by the Presiding Officer, who may direct the staff to remove such offenders from the room, and such person may be barred from further audience before the Commission that meeting. Any person wishing to speak during the Commission meeting shall submit a speaker card to the Vehicle Parking District Secretary prior to addressing the Commission. Late speaker cards will not be accepted. Each person wishing to speak shall state their name prior to addressing the Commission. Persons electing to speak will be limited to five (5) minutes, or such reasonable time as is granted by the majority of the Commission. PLEDGE OF ALLEGIANCE ROLL CALL Chairperson Schowalter, Vice-Chairperson Lustro, Commissioners: Alas, Davis, Diaz, Van Allen PUBLIC COMMENT At this time, the public is invited to address the Commission concerning any items that are: a) under the jurisdiction of the Commission; b) not listed on the agenda; and c) not public hearings. In accordance with VPD Commission Rules of Procedure and By-Laws, the maximum total time to be devoted to Public Participation on items not on the agenda will be limited to thirty (30) minutes, or such reasonable time as is granted by the majority of the Commission. Only those individuals who timely submitted speaker cards to the VPD Secretary will be allowed to address the Commission. CONSENT AGENDA NOTE: All matters on the Consent Calendar may be enacted by a single motion without separate discussion. If a Commissioner desires discussion or a separate vote on any item, that item may be removed from the Consent Calendar and considered separately. All Consent Items pulled for discussion will be limited to five minutes. If they are not acted upon within five minutes, the Chair will move that Consent Item to the end of the Agenda, after consideration of the public hearings. 1.
