Approve California Choice Energy Authority Entering into a Long-Term Resources Adequacy Agreement with Calpine Energy Solutions, L.P. on behalf of Pomona Choice Energy It is recommended that the City Council take the following actions: 1) Approve California Choice Energy Authority entering into a Long-Term Resource Adequacy Agreement with Calpine Energy Services, L.P. (Calpine) on behalf of Pomona Choice Energy; and 2) Authorize the City Manager, or designee, to sign the Master Power Purchase and Sale Agreement Confirmation Letter. 4. Receive Up to $353,000 in Elderly Nutrition Grant Funding From County of Los Angeles Workforce Development, Aging and Community Services (WDACS) and Amend the FY 2020-21 Operating Budget by Increasing Revenue Estimates and Appropriating $173,886 It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2020-141 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, RECEIVING UP TO $353,000 FROM THE COUNTY OF LOS ANGELES WORKFORCE DEVELOPMENT, AGING AND COMMUNITY SERVICES (WDACS) FOR THE ELDERLY NUTRITION PROGRAM AND AMENDING THE FY 2020-21 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATING $173,886 TO 226-4190-XXXXX-58695 IN ADDITIONAL GRANT FUNDS 2) Authorize the City Manager, or his designee, to execute an amendment to the agreement with the County of Los Angeles to receive up to $353,000 in grant funding and any subsequent amendments hereto, following City Attorney approval. 5. Award of Agreement for Crane Services to Macadee Electrical Construction City of Pomona Page 5 Printed on 11/3/2020 City Council / Housing Authority / Regular Meeting Agenda October 5, 2020 Successor Agency to the Redevelopment Agency It is recommended that the City Council take the following actions: 1) Award a three-year agreement with two, one-year renewal options with Macadee Electrical Construction to provide crane services in an amount not -to-exceed $110,000 annually, for an aggregate amount not-to-exceed $330,000; and 2) Authorize the City Manager or designee, to execute the agreement and any subsequent amendments. 6. Approve a New 2020-2025 Master Consultant List for Professional Services Beginning November 1, 2020 It is recommended that the City Council take the following actions: 1) Approve the new Master Consultant List, comprised of 56 professional and technical consultant firms, for use in procuring professional services for any project within the City’s Adopted Capital Improvement Program (CIP) in which services shall not exceed the maximum amount allowed by California Public Contracts Code Sec . 22032(b) per specialty category, per project within the specialty category, as set forth in the Master Consultant List; and 2) Authorize the City Manager to enter into five-year Consultant Retainer Agreements for Professional Consultant Services with the recommended consulting firms on behalf of the City. 7. Approve an agreement with Meila Homes for Water Connection Fees It is recommended that the City Council take the following actions: 1) Approve an agreement with Meila Homes; and 2) Authorize the City Manager, or designee, to sign the agreement. 8. Letter of Support to Safe Clean Water Program Regional Funding for Washington Park Stormwater Infiltration Project Submittal It is recommended that the City Council authorize the submittal of a letter of support to the Safe Clean Water Program Regional Funding for Washington Park Stormwater Infiltration Project submittal. DISCUSSION CALENDAR 9. Public Hearing Amending the Consolidated Plan, the Fiscal Year (FY) 2020-2021 Annual Action Plan and the FY 2020-2021 City Operating Budget by Increasing Revenue Estimates and Appropriations for CARES ACT (COVID-19) Funding for Community Development Block Grant (CDBG-CV3) Funds It is recommended that the City Council take the following actions: 1) Conduct a public hearing to receive public comment on the proposed appropriation of CARES Act (COVID-19) CDBG-CV3 (Round 3) funding; and 2) Adopt the following resolution approving substantial amendments to the Consolidated Plan, Fiscal Year (FY) 2020-2021 Annual Action Plan and the FY 2020-2021 City Operating Budget: RESOLUTION NO. 2020-121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE CONSOLIDATED PLAN, THE FISCAL YEAR (FY) 2020-2021 ANNUAL ACTION PLAN AND THE FY 2020-2021 CITY OPERATING BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR CARES ACT (COVID-19) FUNDING FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV3) FUNDS 3) Approve funding recommendations for CDBG-CV3 Funds.
