address items that are listed on the City Council agenda or topics which are within the jurisdictional authority of the
City.
• No profanity, personal attacks, booing, cheering, applauding or other conduct disruptive to the meeting will be
permitted. Any person not adhering to the Rules of Procedure or conduct authorized by the Brown Act may be
asked to leave the Council Chambers.
• All comments directed to the City Council or to any member of the City Council must be directed to the Mayor
(or Vice Mayor if the Mayor is absent).

(All Base Bid Schedules A, B, C, D, and E, and Additive Alternates 1, 2, 3, 4 and

3) Authorize bikeway markers to be installed along the Valley Boulevard Class IV
bikeway (cycle track) to include the City of Pomona and potentially various

4) Authorize night and/or weekend work for Valley Boulevard, Holt Avenue from Temple

22. Approve Agreements with Planned Parenthood and Caltrans for Decorative Block Wall
Maintenance and Management
It is recommended that the City Council take the following actions:
1) Authorize the City Manager to execute a Maintenance Agreement between Planned
Parenthood Los Angeles (PPLA), located at 1550 North Garey Avenue, and the
City of Pomona (City) for the maintenance responsibilities of a proposed
decorative block wall to be located along PPLA’s north parking lot; and
2) Authorize the City Manager to execute a Maintenance Agreement between the
California Department of Transportation (Caltrans) and the City of Pomona for the

It is recommended that the City Council authorize the City Manager to execute the
proposed Memorandum of Understanding (MOU) between the City of Pomona and the
Statewide Electronic Courier Universal Recording Environment (SECURE) to record
documents electronically through the SECURE Government (G2G) Portal.

Element Update
It is recommended that the City Council take the following actions:
1) Award a three-year agreement with two one-year renewal options with Kimley-Horn to
assist the Development Services Department (Planning Division) with the
preparation of the City’s Housing Element for the Sixth Cycle (2021-2029); and
2) Authorize the City Manager, or designee, to execute the agreement and any related
amendments as needed.
