Adopt a Resolution Amending FY 2020-21 Operating Budget and Award of Contract to Code Studio to Prepare the City’s Comprehensive Update to the Pomona Zoning Ordinance It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2021-19 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE ADOPTED FISCAL YEAR 2020-21 OPERATING BUDGET BY APPROPRIATING $107,794 IN AVAILABLE SERIES BG BOND PROCEEDS 2) Award a three-year agreement with two one-year renewal options with Code Studio to assist the Development Services Department (Planning Division) with the preparation of a comprehensive update of the Pomona Zoning Ordinance; and 3) Authorize the City Manager, or designee, to execute the agreement and any related amendments as needed. 6. Award a Bid to Step Saver CA LLC for the Purchase of Sodium Chloride It is recommended that the City Council take the following actions: 1) Award a bid to Step Saver CA LLC for the purchase of sodium chloride, at the prices bid, for a term of three-years, with a two-year extension option; and 2) Authorize the City Manager, or designee, to approve purchase order, and any extensions thereto, on behalf of the City. 10. Approve an Agreement with United Water Works, Inc. for the Purchase of Utility Systems Materials, Tools and Equipment, As-Needed It is recommended that the City Council take the following actions: 1) Approve an agreement with United Water Works, Inc. for the purchase of utility systems materials, tools and equipment using a contract that was competitively bid and awarded by the City of Azusa, California; and 2) Authorize the City Manager, or designee, to execute the agreement with United Water Works, Inc. on behalf of the City, for the remaining term of the City of Azusa contract. 11. Approve the Selection and Dedication of 16 Housing and Urban Development Veterans Affairs Supportive Housing (HUD-VASH) Project Based Vouchers It is recommended that the City Council, sitting as the Governing Board of the City of Pomona Housing Authority, take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2021-10 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, SITTING AS THE GOVERNING BOARD OF THE CITY OF POMONA HOUSING AUTHORITY, APPROVING THE SELECTION AND DEDICATION OF 16 HOUSING AND URBAN DEVELOPMENT VETERANS AFFAIRS SUPPORTIVE HOUSING (HUD-VASH) AS PROJECT-BASED VOUCHERS WITH 8 VOUCHERS ALLOCATED TO JAMBOREE HOUSING CORPORATION FOR WEST MISSION APARTMENTS DEVELOPENT AND 8 VOUCHERS ALLOCATED TO CESAR CHAVEZ FOUNDATION FOR THE EAST END VILLAGE DEVELOPMENT 2) Authorize the Executive Director of the Housing Authority or his designee to execute any and all contracts/documents required for the dedication of said project based vouchers. 14. Introduction and First Reading of Ordinance to Add Division 3, “Wireless Facilities in Right-of-Way” to the Pomona City Code Chapter 46, Article IV; Adoption of Resolution to Establish Fees for Wireless Encroachment Permits It is recommended that the City Council take the following actions: 1) Introduce, waive further and give first reading to the following ordinance: ORDINANCE NO. 4279 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ADDING DIVISION 3, “WIRELESS FACILITIES IN RIGHT-OF-WAY” TO CHAPTER 46 (STREETS, SIDEWALKS AND OTHER PUBLIC PLACES), ARTICLE IV (ENCROACHMENTS) OF THE POMONA CITY CODE 2) Adopt the following resolution: RESOLUTION NO. 2021-01 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ESTABLISHING A FEE SCHEDULE FOR WIRLESS ENCROACHMENT PERMITS AND TO INSTALL WIRELESS FACILITIES IN THE PUBLIC RIGHT-OF-WAY UNDER CITY MUNICIPAL CODE CHAPTER 46, ARTICLE IV, DIVISION 3 “WIRELESS FACILITIES IN PUBLIC RIGHT-OF-WAY” 18. Award of Landscaping Contracts to MCE Corporation and Merchants Landscape Services, Inc. It is recommended that the City Council review the following and choose the appropriate action in each recommendation : RECOMMENDATION NO. 1 1) Approve a three-year contract, with two optional one-year extensions to MCE Corporation to provide Citywide Non-Occupied Median, Streetside/Right-of-Way (ROW), and other Landscaping and Amenity Maintenance; OR 2) Direct Staff to reject the current bids for Citywide Non-Occupied Median, Streetside/ROW, and other Landscaping and Amenity Maintenance and issue another Request for bids, and extend the current Citywide Landscaping contract City of Pomona Page 10 Printed on 1/28/2021 City Council / Housing Authority / Regular Meeting Agenda February 1, 2021 Successor Agency to the Redevelopment Agency with MCE for the portion of their contract that addresses Citywide non -occupied medians, streetside/ROW, and other landscaping and amenity maintenance an additional four months to facilitate the timing of the bidding process. RECOMMENDATION NO. 2 3) Approve a three-year contract, with two optional one-year extensions, to Merchants Landscape Services, Inc. to provide Occupied Space Landscape and Amenity Maintenance; and adopt the following resolution: RESOLUTION NO. 2021-09 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2020-21 OPERATING BUDGET BY APPROPRIATING A TOTAL OF $6,576 FROM THE UNIVERSITY CORP ASSESSMENT DISTRICT BUDGET FROM AVAILABLE RESERVES OR 4) Direct Staff to reject the current bids for Citywide Occupied Space Landscape and Amenity Maintenance and issue another Request for bids, and extend the current Citywide Landscaping contract with MCE for the portion of their contract that addresses Citywide occupied space landscaping and amenity maintenance an additional four months to facilitate the timing of the bidding process; 5) Reject the bid protest submitted by MCE Corporation as meritless; and RECOMMENDATION NO. 3 6) Provide direction to Staff to further pursue in-house maintenance services; and 7) Authorize the City Manager to execute the contracts and any extensions to the contracts on behalf of the City, subject to review by the City Attorney. 19. Consideration of Removal of Designation of Single Historic Landmark (SHISTORIC 15211-2020) for the Property Located at 395 S. Thomas Street (Masonic Temple). It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2021-12 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, DENYING THE REMOVAL OF DESIGNATION OF THE SINGLE HISTORIC LANDMARK (SHISTORIC 15211-2020) FOR THE PROPERTY LOCATED AT 395 S. THOMAS STREET (APN 8341-005-014) 20.
