Items may be taken out of order upon request of the Mayor or Members of the City Council. Members of the City Council and the public are reminded that they must preserve order and decorum throughout the Meeting. This means that each speaker will be permitted to speak for three minutes to address items that are listed on the City Council agenda or topics which are within the jurisdictional authority of the City. • No profanity, personal attacks, booing, cheering, applauding or other conduct disruptive to the meeting will be permitted. Any person not adhering to the Rules of Procedure or conduct authorized by the Brown Act may be asked to leave the Council Chambers. • All comments directed to the City Council or to any member of the City Council must be directed to the Mayor (or Vice Mayor if the Mayor is absent). We ask that you please respect the business nature of this meeting and the order required for the proceedings conducted in the Council Chambers. No late cards will be accepted. Each person should state their name and will be allowed to speak once for three minutes. CONSENT CALENDAR All matters under the Consent Calendar may be enacted by a single motion without separate discussion. If discussion or a separate vote on any item is desired by a Councilmember, that item may be removed from the Consent Calendar and considered separately. All consent items pulled for discussion will be limited to five minutes. If they are not enacted upon within five minutes, the Mayor will move that Consent Item to the end of the Agenda, after consideration of the public hearings. Award of Sole Source Agreement to Brightview Landscape Services, Inc. for Fuel City of Pomona Page 4 Printed on 5/18/2023 City Council / Housing Authority / Regular Meeting Agenda August 15, 2022 Successor Agency to the Redevelopment Agency Modification It is recommended that the City Council take the following actions: 1) Approve a sole source professional services agreement with Brightview Landscape Services, Inc. in an annual amount of $159,504 for an initial three-year term, totaling $478,512 cumulatively, with two, optional one-year extensions; and 2) Authorize the City Manager to execute the agreement with Brightview Landscape Services, Inc. and any subsequent documents or amendments, subject to approval by the City Attorney. 3. Adopt a Resolution Authorizing the Execution of a Memorandum of Agreement with the San Gabriel Valley Council of Governments (SGVCOG) and Accept a $200,000 Homeless Grant Award It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2022-132 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA AUTHORIZING STAFF TO EXECUTE THE MEMORANDUM OF AGREEMENT WITH THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS (SGVCOG) TO RECEIVE HOMELESS PROGRAM GRANT AWARD TOTALING $200,000 IN MEASURE H FUNDING, AMENDING THE FY 2022-23 OPERATION BUDGET BY INCREASING REVENUE ESTIMATES AND APPROPRIATING FUNDS IN THE SAME AMOUNT 2) Authorize the City Manager to execute the memorandum of understanding, any contracts and other documentation requested for acceptances and implementation of the grant awards, subject to approval as to form by the City Attorney. 4. Adoption of the Local Roadway Safety Plan (LRSP) It is recommended that the City Council adopt the Local Roadway Safety Plan (LRSP). 5. Approve an Award of Purchase for Service Weapon Ammunition to Dooley Enterprises, Inc. It is recommended that the City Council take the following actions: 1) Approve a sole source purchase for service weapon ammunition to Dooley Enterprises, Inc., in the amount not to exceed $120,000 annually for a total of 3-years 2) Authorize the City Manager to execute the contract award and other documentation on behalf of the City. 7. Ratify Emergency Procurement with Siemens Industry, Inc. It is recommended that the City Council ratify the expenses for an emergency repair and purchase of the Police building air conditioner. 8. Award of Bid to Trakka Usa, LLC And Rotocraft Support, Inc. in the Amount of $566,056 For Helicopter Equipment It is recommended that the City Council take the following actions: 1) Award of bid to Trakka USA, LLC in the amount of $407,154 and Rotorcraft Support, Inc., in the amount of $158,902 for helicopter equipment for a total amount of $566,056; and 2) Authorize the City Manager to execute an Agreement and any related documents on behalf of the City, subject to approval as to form by the City Attorney. 9. Resolution Amending the FY 2022-23 Capital Improvement Program (CIP) Budget by Changing the Name of “Concrete Slab at Country Crossing Park” Project No. 428-2590-XXXXX-71082 to “Concrete Slab at Phillips Ranch Park” It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2022-152 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2022-23 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY CHANGING THE NAME OF “CONCRETE SLAB AT COUNTRY CROSSING PARK,” PROJECT NO. 428-2590-XXXXX-71082 TO “CONCRETE SLAB AT PHILLIPS RANCH PARK” City of Pomona Page 6 Printed on 5/18/2023 City Council / Housing Authority / Regular Meeting Agenda August 15, 2022 Successor Agency to the Redevelopment Agency AND AMENDING THE PROJECT DESCRIPTION 10. Approve Amendment No. 2 to the Professional Services Agreement Stantec Consulting Services It is recommended that the City Council take the following actions: 1) Approve Amendment No. 2 to an agreement with Stantec Consulting Services in an amount not to exceed $2,181,101.70 with an expiration date of June 30, 2023; and 2) Authorize the City Manager to execute Amendment No. 2 with Stantec on behalf of the City, subject to review and approval by the City Attorney. 11. Approval of City Hall Closure during the 2022 Holiday Season and Adoption of a Resolution Rescheduling 2023 City Council Meeting Dates Due to Holiday Conflicts It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2022-154 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING THE CLOSURE OF CITY HALL DURING THE 2022 HOLIDAY SEASON AND CANCELLATION RESCHEDULING OF 2023 MEETING DATES DUE TO CONFLICTS WITH OBSERVED HOLIDAYS 12. Approval of Tract Map TM NO. 82975 for the Property Located at 1440-42 Murchison Avenue, Pomona, CA, Assessor Parcel Number 8358-035-066 Related to the Subdivision and Development of the Stratus Project, a Townhome Complex with 152 Units (Council District 1) It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2022-153 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING TRACT MAP TM NO. 82975 FOR THE PROPERTY LOCATED AT 1440-42 MURCHISON AVENUE, ASSESSOR PARCEL NUMBER 8358-035-066 2) Authorize the City Engineer to sign the Tract Map TM No. 82975 on behalf of the City. 13. Approval and Presentation of Goddess Award to Community Member, Assemblymember Freddie Rodriguez It is recommended that the City Council approve the Goddess Award to community member, Assemblymember Freddie Rodriguez for his dedication and continuous years of service to the City of Pomona. 15. Approval to Waive the City Pool Recreation Admission Fees for City Pools It is recommended that the City Council approve the waiver of the City pool recreation admission fees ($2.50 per person) for both Washington Park Pool and Ganesha Park Pool on August 20-21, 2022 and August 27-28, 2022. DISCUSSION CALENDAR 16.
