Members of the City Council and the public are reminded that they must preserve order and decorum throughout
the Meeting. In that regard, Members of the City Council and the public are advised that any delay or disruption in

• The conduct of City Council meetings is governed by the portion of the California Government Code commonly

• The City Council meeting is for conducting the City’s business, and members of the audience must obey the
rules of decorum set forth by law. This means that each speaker will be permitted to speak for three minutes to
address items that are listed on the City Council agenda or topics which are within the jurisdictional authority of the
City.
• No profanity, personal attacks, booing, cheering, applauding or other conduct disruptive to the meeting will be
permitted. Any person not adhering to the Rules of Procedure or conduct authorized by the Brown Act may be
asked to leave the Council Chambers.
• All comments directed to the City Council or to any member of the City Council must be directed to the Mayor
(or Vice Mayor if the Mayor is absent).
We ask that you please respect the business nature of this meeting and the order required for the proceedings
conducted in the Council Chambers.

of upcoming events, and also items for future City Council consideration as requested by Mayor or Members of the

Additionally, this is the time for Mayor and City Council to disclose on the record any contributions per Charter

Section 1403. This section states “Prior to casting a vote on any contract, permit, or other matter requiring City
Council approval where the applicant seeking approval is a person or business entity controlled by that person that
has contributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s
City election campaign committee, the Mayor or Councilmember receiving such contribution (s) shall disclose on
the public record the receipt of said contribution(s).

Public Participation – At this time, the public is invited to address the Council concerning any items not on the
agenda.

Thank you all for keeping these values and this commitment to act with them ever present in our minds as we
proceed with the meeting together. In order to address the City Council, each individual must fill out a speaker
card, which is available in the lobby of the Council Chambers. Speaker cards must be completed and turned in to
the City Clerk at this time. Only those speaker cards turned in to the City Clerk will be allowed to address the City
Council. No late cards will be accepted. Each person should state their name and will be allowed to speak once
for three minutes. All speakers and persons in the audience must adhere to the City Council Rules of Procedure
and Decorum.
CONSENT CALENDAR
All matters under the Consent Calendar may be enacted by a single motion without separate discussion. If
discussion or a separate vote on any item is desired by a Councilmember, that item may be removed from the
Consent Calendar and considered separately. All consent items pulled for discussion will be limited to five
minutes. If they are not enacted upon within five minutes, the Mayor will move that Consent Item to the end of the
Agenda, after consideration of the public hearings. Any motion relating to an ordinance or a resolution shall also
waive the reading of the ordinance or resolution and include its introduction or adoption as appropriate.

2. Approval of the Appointment of One Police Oversight Commissioner
It is recommended that the City Council approve the appointment of one (1) new
commissioner of the Police Oversight Commissioner pursuant to Section 806 of the City
Charter.

3. Gold Line (A Line) Parking Protection Plan
It is recommended that the City Council take the following actions:
Approve the Gold Line (A Line) Parking Protection Plan and mitigation strategies; and
2) Authorize implementation of the mitigation strategies in the Gold Line (A Line)
Parking Protection Plan, as appropriate.
4. Approve a Sole Source Procurement with Grundfos CBS, Inc. for Pumping Equipment
and Control Systems
It is recommended that the City Council take the following actions:
Approve a sole source procurement with Grundfos CBS, Inc. for pumping equipment and
control systems, for a five (5) year term; and,
2) Authorize the City Manager to approve purchase agreements, and any extensions
thereto, on behalf of the City.
5. Authorize Staff to Seek Planning Grant Opportunities for the Palm Lake Golf Course Site
It is recommended that the City Council authorize staff to partner with Trust for Public
Land (TPL) to submit planning grant applications for reenvisioning recreational uses at
Palm Lake Golf Course.
6. Adopt a Resolution to Amend the Fiscal Year 2025-26 Operating Budget by
Appropriating $58,000 from the General Fund Reserves and Establishing the
Compassion Fund
It is recommended that the City Council take the following actions:
1) Adopt the following Resolution:
RESOLUTION NO. 2025-109 - A RESOLUTION OF THE CITY OF POMONA,
CALIFORNIA, AMENDING THE FISCAL YEAR 2025-26 OPERATING
BUDGET BY APPROPRIATING $58,000 FROM THE GENERAL FUND
RESERVES AND ESTABLISHING THE COMPASSION FUND
2) Allow for the transfer in the amount of $62,000 from the Mayor and Council’s
Discretionary Fund to the Compassion Fund; and
3) Authorize the City Manager, or her designee, to execute all required Funding
Agreements and/or Memorandums of Understanding (MOUs) to facilitate the
Compassion Fund program with the awarding agencies.

7. Approval of Lot Line Adjustment LLA2-2023 Between the Properties Located at 1400
and 1444 W. McKinley Avenue, Pomona CA, Assessor Parcel Numbers 8360-030-029
and 8360-030-028, Related to Future Upgrades of Two Existing Residential Properties
(Council District 1)
It is recommended that the City Council take the following actions:
1) Adopt the following Resolution:
RESOLUTION NO. 2025-103 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POMONA, CALIFORNIA, APPROVING LOT LINE
ADJUSTMENT LLA2-2023 BETWEEN THE PROPERTIES LOCATED AT
1400 AND 1444 W. MCKINLEY AVENUE, POMONA CA, ASSESSOR
PARCEL NUMBERS 8360-030-029 AND 8360-030-028
2) Authorize the City Engineer to sign the Lot Line Adjustment LLA2-2023 on behalf of
the City of Pomona.
8. Provide the 2024 California Power Source Disclosure Attestation for Pomona Choice
Energy
It is recommended that the City Council provide the attestation specified under
California’s Power Source Disclosure Program for Pomona Choice Energy.
9. Adopt a Resolution Accepting Los Angeles County Measure A Funds for the Operation
of the City of Pomona Local Solutions Funded Programs
It is recommended that the City Council take the following actions:
1) Adopt the following resolution:
RESOLUTION NO. 2025-108 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POMONA, CALIFORNIA, AUTHORIZING THE
ACCEPTANCE OF $1,142,491 IN MEASURE A FUNDS FOR THE LOCAL
SOLUTIONS FUNDED PROGRAMS AND AMENDMENT OF THE FY
2025-2026 OPERATING BUDGET
2) Authorize the City Manager to execute all agreements, amendments, and
any other documentation requested for acceptance of the award, distribution
of the funding and operation of the Local Solutions Fund and H 4H Interim
Housing Programs, subject to approval as to form by the City Attorney.
10. Award a Contract to Z&K Consultants for Construction Management and Labor
Compliance Services for the Rehabilitation of 252 E. 4th Street, Pomona, CA

It is recommended that the City Council take the following actions:
1) Approve an award of contract to Z&K Consultants for Construction Management and
Labor Compliance Services for the rehabilitation of 252 E. 4th Street,
Pomona, in the Amount of $177,092; and,
2) Authorize the City Manager, or her designee, to execute the professional services
agreement and any amendments thereto, subject to review by the City Attorney.
DISCUSSION CALENDAR
11. Discussion Regarding Class 4 Bike Path Alternatives Along Arrow Highway and
Pedestrian Improvements along North Garey Avenue Related to Light Rail “A” Gold Line
and First Last Mile Improvements
It is recommended that the City Council discuss and provide direction related to the
following improvements:
1) Arrow Highway Two Direction Class 4 Separated Bike Lane Improvements (south
side of street)
a. Alternative 1 - Southside bulb-outs around utility poles/impediments from
Lordsburg Court to Fair Avenue and full Class 4 bike lane in current
parking lane from White Avenue east to Lordsburg Court and Fair Avenue
to eastern City limits
i. Preserve all parking between Lordsburg Court and Fair Avenue;
ii. Approve bulb-outs design concept (with easements, as
necessary) along the south side of Arrow Highway with locations still
to be determined; or
b. Alternative 2 - Northside bulb-outs into street around utility
poles/impediments from Lordsburg Court to Fair Avenue and full Class 4
bike lane in current parking lane from White Avenue east to Lordsburg
Court and Fair Avenue to eastern City limits
i. Preserves most, but not all parking between Lordsburg Court and
Fair Avenue;
ii. Approve bulb-outs design concept around utility poles (no
easements required) along the south side of Arrow Highway; or
c. Alternative 3 - Full Class 4 Bike lane in parking lane from White Avenue to
eastern City limit
i. Approve loss of all existing parking on the south side of Arrow
Highway;
ii. Authorize use of parking lane along south side Arrow Highway.
There is no bulb-out or easement design concept to approve for this

alternative.
2) Garey Avenue - Pedestrian Improvements from Arrow Highway to Bonita Avenue
a. Alternative 1 - Walkability Improvements: 6’ clear path around utility poles /
impediments in the existing sidewalks
i. Approve wider sidewalk design concepts, with easements as
needed; or
b. Alternative 2 - No change to sidewalk width
i. Sidewalk width remains the same on Garey Avenue, from Arrow
Highway to Bonita Avenue, resulting in narrower sidewalks.
3) Consider the need for full-width repaving of Arrow Highway.
12. Award a Contract to LAZ Parking CA, LLC for City-Wide Street Sweeping Enforcement
It is recommended that the City Council take the following actions:
Adopt the following resolution (Attachment No. 1):
RESOLUTION NO. 2025-116 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2025-26
OPERATING BUDGET BY INCREASING REVENUE ESTIMATES IN THE
AMOUNT OF $800,000 AND APPROPRIATIONS IN THE AMOUNT OF
$436,061 FOR STREET SWEEPING ENFORCEMENT CONTRACT
2) Award a contract to LAZ Parking CA, LLC for city-wide street sweeping enforcement
in the amount of $1,337,065 for a three-year term from October 1, 2025, to
September 30, 2028; and two (2), one (1) year extensions.
3) Authorize the City Manager to execute the street sweeping enforcement
agreement and any amendments thereto, subject to review by the City Attorney.
13. Designate a Voting Delegate and Alternate(s) for the 2025 League of California Cities
Annual Conference
It is recommended that the City Council take the following actions:
1) Designate a voting delegate and voting alternate(s) for the 2025 League of California
Cities Annual Conference scheduled to take place on October 8-10, 2025; and
2) Direct Staff to complete the Voting Delegate Form through the League of California
Cities online submission portal.
