CALL TO ORDER: Chairperson Joshua Swodeck B. PLEDGE OF ALLEGIANCE: Chairperson Joshua Swodeck C. ROLL CALL: Chairperson Joshua Swodeck, Vice-Chairperson Andrew Quinones, Commissioner Jovani Esparza, Commissioner Jessica Leon, Commissioner Venita Reynolds, Commissioner Dianna Batts and Commissioner Denise Marquez. D. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any nonagenda items will be limited to three (3) minutes in Accordance with City policy. 2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to adhere to the following protocol procedures/guidelines: a) Prior to the meeting, or during the meeting prior to an agenda item being discussed, any person wishing to address the Cultural Arts Commission shall complete a speaker card and submit it to the Development Services Director. b) When called upon, the person shall come to the podium, state his /her name and address for the record, and, if speaking for an organization or other group, identify the organization or group represented. Whenever any group of person’s wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his/her discretion, may request that the group choose a spokesperson to address the Commission. c) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Together the Cultural Arts Commission members, City Staff, and the public honor Pomona ’s important City meeting values: a) To speak and to listen to everyone with respect and courtesy; to honor fairness and our cherished democratic process. b) To affirm Pomona’s dedication to lead as a Compassionate City. Approval of draft Cultural Arts Commission Minutes meeting of November 12, 2019. Attachments: CAC Minutes 11.12.19 F. PUBLIC HEARING: 1. Final Design Plan - Pomona Arts Colony Mural Project Address: 280 W Second Street Qualified Non-profit: The dA Center for the Arts Executing Artists: East Los Streetscapers, Wayne Healy & David Botello Project Planner: Alina Barron, Assistant Planner City of Pomona Page 2 Printed on 1/23/2020 Cultural Arts Commission Regular Meeting Agenda January 27, 2020 Council District: CC District No. 2 Final Design Plan to allow the installation of a mural located on the west elevation of a commercial structure. The subject site is located in the Mixed-Use Central Business District of the Downtown Pomona Specific Plan located at 280 W Second Street (APN: 8341-004-039). Pursuant to the provisions of the California Environmental Quality Act (CEQA Public Resources Code, Section 21084 et. seq.), this project meets the requirements for a Categorical Exemption in compliance with Article 19, Section 15301, (Class 1 - Existing Facilities). Recommendation: Staff recommends the Cultural Arts Commission (CAC) adopt the attached resolution approving a Final Design Plan for the installation of a mural located on the west elevation of a commercial structure located at 280 West Second Street in the amount of $50,000.00 and further recommends that the city execute an agreement with the qualified non-profit organization, dA Center for the Artists, working in conjunction with the executing artists, East Los Streetscapers.
