D. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any nonagenda items will be limited to three (3) minutes in accordance with City policy. 2. Whenever any group of persons wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. Approval of Draft Cultural Arts Commission Action Minutes Meeting of February 22, 2021. Attachments: Draft CAC Action Minutes 2-22-2021 F. PUBLIC HEARING: 1. Final Design Plan (PUBART 15314-2020) Project Address: 961 E. Phillips Blvd. Project Applicant: Victor Lockett Project Planner: Eunice Im, AICP, Assistant Planner Council District: CC District No. 3 Final Design Plan (PUBART 15314-2020) for a metal sculpture, “Branches of Life,” at a 12-unit residential project located at 961 E. Phillips Blvd. Recommendation: Staff recommends that the Cultural Arts Commission approve Final Design Plan (PUBART 15314-2020) to allow a metal sculpture, “Branches of Life,” at a 12-unit residential project located at 961 E. Phillips Blvd. Attachments: Staff Report Attachment 1 - CAC Draft Resolution Attachment 2 - Approved Conceptual Design Plan Attachment 3 - Updated Elevation Plan Attachment 4 - Public Art Budget Form Attachment 5 - Vendor Estimates Attachment 6 - Public Hearing Notice 2. Proposed Amendment to Existing Contract for Restoration of Millard Sheets Fountain City of Pomona Page 3 Printed on 3/18/2021 Cultural Arts Commission Regular Meeting Agenda March 22, 2021 Staff will present for consideration a proposed amendment to the existing contract for the restoration of the Millard Sheets Fountain, executed by Brian Worley, as recommended by the Citizen’s Advisory Committee. Attachments: Staff Report Attachment 1: Executed Agreement 3. Discussion: Maintenance of Millard Sheets Fountains Staff will facilitate a discussion based upon the Citizen’s Advisory Committee recommendation to the Cultural Arts Commission for the release of a Request for Proposals for Artists certified as General Contractors on the Pre-Qualified Short List capable of providing maintenance of the roof of the equipment at the westernmost fountain of the Millard Sheets Fountains at Second Street. 4. Discussion: Parks and Recreation Approved Locations for Public Art Staff will facilitate a discussion and provide an update on approved locations for Public Art at City Parks, based upon a discussion held at the Parks and Recreation Commission meeting on March 18, 2021. 5. Recommendation to City Council to Update the Art in Public Places Policy and Guidelines Manual Staff recommends that the Cultural Arts Commission recommend the City Council approve an update to the Art in Public Places Policy and Guidelines Manual, in substantial conformance to the content provided in the accompany report and attachments.
