SELECTION OF CHAIR & VICE-CHAIR: Selection of Chair & Vice-Chair E. PUBLIC COMMENT: 1. At this time, the general public is invited to address the Cultural Arts Commission concerning any items that are not listed on the agenda, which are not public hearings, or other items under the jurisdiction of the Cultural Arts Commission. Comments from the public of any nonagenda items will be limited to three (3) minutes in accordance with City policy. 2. Any applicant or member of the public wishing to speak on any item that is listed on the agenda is requested to adhere to the following protocol procedures/guidelines: a) When called upon, the person shall state his /her name and address for the record, and, if speaking for an organization or other group, identify the organization or group represented. Whenever any group of persons wishes to address the Cultural Arts Commission on the same subject matter, the Chairperson may, at his /her discretion, request that the group choose a spokesperson to address the Commission. b) All remarks should be addressed to the Cultural Arts Commission as a whole, and not to individual Commissioners. Questions, if any, should be directed to the presiding Chairperson who will determine whether, or in what manner an answer will be provided. 3. CONSENT CALENDAR: All items listed on the Consent Calendar may be enacted by a single motion without separate discussion. If a discussion or a separate vote on any item is desired by a Planning Commissioner, that item may be removed from the Consent Calendar and considered separately. All remaining items not removed from the Consent Calendar by a Planning Commissioner shall be voted on prior to discussion of the item(s) requested to be pulled. H. PUBLIC HEARING: I. Selection of Two Committee Members for Cultural Arts Commission’s Citizen’s Advisory Committee Staff is seeking Commission approval of two vacancies in the Citizen’s Advisory Committee. The first vacancy is for a non-Commissioner, which was advertised and received multiple candidate submissions. The second vacancy is for a Commissioner, as Committee Member Venita Reynolds has resigned. Attachments: CAC2 Application 1 of 2 CAC2 Application 2 of 2 Reynolds Resignation Letter 2. Approval of Maintenance Funds and Extension of Award Expiration Date to Jennyfer Aguirre for Approved Temporary Artwork Staff recommends approving $300 in maintenance dollars expended from the Public Art Fund towards an existing, awarded temporary mural project executed by Jennyfer Aguirre, and to approve an extension of the existing award by two months, to allow for the satisfactory completion and maintenance of the temporary artwork. 3. Approval of Proposed Plaque Content and Format for Harriet Tubman Statue to be Executed by Manuelita Brown Staff recommends approval of a proposed plaque content and format for the Harriet Tubman statue to be executed by Manuelita Brown to be located in Lincoln Park. Attachments: Plaque Proof 10x10 Artwork - Plaque Specifications 4. Discussion on Chalk Art Festival Staff will facilitate a discussion on the Chalk Art Festival. Staff is proposing a “pop-up” chalk event to coincide with the Golden Streets “Heart of the Foothills” cycling event at Palomares Park taking place on Sunday, April 23, 2023. 5. Call for Visual Art Technical Assistance Application Review Staff will provide recommendations from the Citizens Advisory Committee on the remaining eight applications from the Call for Visual Art.
