PROJECT DESCRIPTION:
Major Certificate of Appropriateness for the demolition of one single -family residence on a
property located 152 W. Artesia. Pursuant to the Guidelines for Implementation of the
California Environmental Quality Act (CEQA), the demolition of one single-family residence
meets the criteria for a Class 1(Existing Facilities), Section 15301 Categorical Exemption per
Section 15301 (L.1, Class 1) which allows for the demolition and removal of a maximum of
three single-family residences.
RECOMMENDATION:
Staff recommends that the Historic Preservation Commission approve Major Certificate of
Appropriateness (MAJCOA 6888-2017), subject to conditions.
2. SINGLE HISTORIC LANDMARK DESIGNATION (SHISTORIC 7984-2017)
PROJECT ADDRESS: 1195 Washington Avenue
PROJECT APPLICANT: Ray Adamyk
PROJECT PLANNER: Catherine Lin, Senior Planner
COUNCIL DISTRICT: CC District No. 4
PROJECT DESCRIPTION:
Request to designate the “Lassie House” located at 1195 Washington Avenue, a historic
landmark. Pursuant to California Environmental Quality Act (CEQA) Guidelines, this action is
not a project. Section 15060 of the Guidelines exempts actions from CEQA that would not
result in either an indirect or direct impact on the environment and that do not meet the Section
15378(a) definition of a project. Section 15378(a) defines a project as one that has the potential
for resulting in a physical change to the environment. No physical change to the environment is
anticipated with the single historic landmark designation.
RECOMMENDATION:
Staff recommends that the Historic Preservation Commission recommend City Council
approval of Single Historic Landmark Designation (SHISTORIC 7984-2017), subject to
conditions.
