PUBLIC COMMENT: Public Participation – At this time, the public is invited to address the Historic Preservation Commission and Director only on Discussion Item 1 on the agenda. Together the Historic Preservation Commission and Director, City staff, and public honor Pomona ’s important City meeting values: To speak and to listen to everyone with respect and courtesy; To honor fairness in our cherished democratic process; To affirm Pomona’s dedication to lead as a Compassionate City. Thank you all for keeping these values and this commitment to act with them ever present in our minds as we proceed with the meeting together. In order to address the Historic Preservation Commission and Director, each individual must fill out a speaker card. Speaker cards must be completed and turned in to the Secretary at this time. Only those speaker cards turned in to the Secretary will be allowed to address the Historic Preservation Commission and Director. No late cards will be accepted. Each person should state their name and will be allowed to speak once for three minutes. All speakers and persons in the audience must adhere to the City Council Rules of Procedure and Decorum. F. PUBLIC HEARING: 1. Development Plan Review & Major Certificate of Appropriateness Project Address: 158 East Second Street Project Applicant: Krystal Ramos Project Planner: Ata Khan Project Files: DPR 19636-2022, MAJCOA 21681-2022 Council District: CC District No. 2 Request for the redevelopment of an existing one-story building into a four-story mixed-use building, including 19 residential units and six commercial units and rooftop amenity space, with the retention of the existing structure (basement and first floor), on a property (approximately 6,852 square feet in size) within the Mixed-Use Central Business District (MU-CBD) of the Downtown Pomona Specific Plan, and within the Downtown Landmark Quarter Historic District. City of Pomona Page 2 Printed on 6/15/2023 Historic Preservation Commission Special Meeting Agenda June 20, 2023 The City of Pomona, as lead agency, has conducted an environmental review on the proposed project per the California Environmental Quality Act (CEQA). Pursuant to the provisions of CEQA (Public Resources Code, Section 21084 et. seq.), the guidelines include a list of classes of projects which have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA. The Hearing Body will consider adopting a Categorical Exemption in compliance with Section 15332, Class 32 (In-Fill Development) in that the project is consistent with the applicable General Plan designation and all applicable policies on a site less than five acres; and Section 15331, Class 31 in that the project is consistent with the Secretary of the Interior’s Rehabilitation Standards as required for work on a Historic Resource. The proposed project described above hereby meets the guidelines for a Categorical Exemption, therefore no further environmental review is required. Recommendation: Staff recommends that the Development Services Director approve the Development Plan Review, and that the Historic Preservation Commission approve the Major Certificate of Appropriateness, both as presented in the draft approving resolutions.
