APPROVED 2/17/15 MINUTES COMMISSIONERS OF POOLESVILLE FEBRUARY 2, 2015 CALL TO ORDER: President Brown called the meeting to order at 7:30 p.m. All Commissioners were in attendance, except for Commissioner Halbrook, as well as Town Manager Yost and Town Attorney Gullo. PLEDGE OF ALLEGIANCE: Commissioner Klobukowski led the Pledge of Allegiance. ANNOUNCEMENTS: Commissioner Dickerson announced that the Chamber will host a Businesses Helping Business Grow program with a guest speaker at 8 a.m. on February 5, 2015. There is a Chamber dinner at Comus Inn and the Business Fair is also coming up. President Brown reported on the grocery store search. The “Pitch Sheet” and marketing package has been completed that will allow the Town to approach local and regional grocery stores to attract them to Poolesville. There is still interest by a grocery store in moving into the Health Works Building, negotiations with the Jamisons are on-going. OPEN FORUM : No comments given. APPROVAL OF MINUTES: Commissioner Klobukowski moved to approve the minutes of January 20, 2015. Seconded by Commissioner Stump. Motion carried 4-0. NEW BUSINESS: Civil War Project Rande Davis gave an update on the Civil War Project. While the HMD is currently financially strapped and is not in a position to fund this event on October 10, they would like to have the event. However to make this happen this will require Town financial support. He will create a budget for the expenses and funding needs and submit it to the Town within the next month. Community Garden Grant Request Alicia Thomas was present to give an update on the first year of the Community Garden. All of the eight beds were used in the past year. There is interest this year and six additional beds will be installed this year, with a plan of six more beds next year. The cost of $50/$55 for the smaller/larger beds. They outlined some of the project/funding needs. The suggestion was to contact local landscapers for their assistance and contribution. They also discussed the proposed signage for the area. They are asking for $1,000 from the Town to assist in these proposed projects. (A written grant request was timely submitted). This matter will be considered at a future meeting. Funding if granted will come from the current budget year. So far this year, only one request has been granted for a Boy Scout Project Green Team Appointments The Green Team is one of the requirements to have the Town certified under the Sustainable Maryland Program. The Town Manager outlined the need and role of this advisory team with a maximum of five (5) individuals. Commissioner Klobukowski believes these appointments should follow the normal procedure for appoints (advertise for volunteers, accept letters of interest and interview prospective candidates). It was decided that the application deadline is to be the end of the month of February and the interviews and selection shall occur at the first meeting in March. OLD BUSINESS Town Attorney Gullo outlined Ordinance 201 which would eliminate the references to the CEDC in the Poolesville Code. After some discussion and minor changes, Commissioner Klobukowski made a motion to set the public hearing for this ordinance for February 17. Motion carried 4-0. COMMITTEE REPORTS: PLANNING COMMISSION Commissioner Stump informed the public on the next Planning Commission meeting date. PARKS BOARD Next meeting will address the issuance for permits for the year. CEDC Commissioner Dickerson discussed the CEDC reaction to proposed ordinance changing the structure of CEDC. The CEDC was supportive of the changes. She also outlined various Friday’s in the Commons events and the need for additional committees and activities for this program. MANAGER'S REPORT: The Town Manager gave an update on his vulture research related to the vulture problem in the Town. A handout on this was included in the agenda package. Community involvement is a must as many of the roosts are on private property. There are four places in Town where the vultures roost. The Town is going to buy a pistol and organize a posse to get them vultures. The sewer lateral near McDonalds collapsed completely on Fisher Avenue. A contractor was hired to make the fix due to the depth of the line. It is likely that these cast iron type laterals will start to deteriorate over the next several years as they were installed in 1965. Four wheelers did considerable damage to the Parks during the last snow storm. Reports have been made to the police. Perhaps another posse is in order for this matter too. ADJOURNMENT A motion was made to adjourn by Commissioner Klobukowski and seconded by Commissioner Stump. Motion passed 4-0.
