APPROVED 4/18/16 MINUTES COMMISSIONERS OF POOLESVILLE APRIL 4, 2016 CALL TO ORDER: President Brown called the meeting to order at 7:30 p.m. All Commissioners were in attendance, as well as Town Manager Yost, Town Engineer Strong and Town Attorney Gullo. PLEDGE OF ALLEGIANCE: Commissioner Klobukowski led the Pledge of Allegiance. PUBLIC HEARING - Ordinance No. 194 – Amendment to Zoning Code – Exemption of Town from Zoning Code Provisions No public comment was made. ANNOUNCEMENTS: Commissioner Halbrook announced an upcoming meeting of the Drug Free Community coalition this Thursday. OPEN FORUM: Patrick Ishii said that there has been two meetings of the roads and public safety coalition. Seven people participated and they will be ready to participate in future actions regarding roads in the region. The Commissioner indicated that this group should work with the Parks Board to express their concerns, and have the Parks Board articulate their suggestions on these issues to the Commissioners. APPROVAL OF MINUTES: Commissioner Dickerson moved to approve the minutes of March 21, 2016. Seconded by Commissioner Halbrook. Motion carried 4-0. Commissioner Stump abstained as he was not present at the March 21, 2016 meeting. NEW BUSINESS: Post Prom Request Town Manager gave a background of the program and request. The typical donation from the Town has been $800.00. This year the request is for $1,325.00. This money is specifically to be used for the passenger motor coach. No representative of the Post Prom Group was present to answer questions. Commissioner Dickerson made a motion to approve the grant request of $1,325.00. Commissioner Klobukowski seconded the motion. Motion carried 5-0. Historic Medley – Living History – Whalen Commons Park Permit Rande Davis gave an overview of the proposed program which will have Civil War Reenactors set up on Whalen Commons and the three requests waivers. The first request deals with certain reenactors coming on Friday evening, setting up their camp and staying overnight and allowing a fire in the approved area. Another request is that the reenactor artillery group would like to fire off artillery and the Parks Board believed that the Commissioners should deal with this request. The Town Manager gave a memorandum dated April 4, 2016 with his recommendations on the waiver requests. Commissioner Stump made motion to approve the requested waivers subject to the recommendations by the staff. Commissioner Klobukowski seconded the motion. Motion carried 5-0. County/State Road Take Overs The Town Manager gave a background on this issue which involves taking over various State and County Roads, including the costs and details involved therein. President Brown indicated that this issues has to do with Streetscape, safety, and economic development. He believes this issue needs to be discussed and determine if the first step of a feasibility study should be undertaken. Discussion occurred regarding the issue, the road condition and the impacts this would have in the future. By the consensus the Commissioners directed the staff to investigate the matter by undertaking a Feasibility Study. OLD BUSINESS County Franchise Agreement MOUs Town Manager gave a background on the two pending MOUs – Verizon and Comcast. This keeps the status quo and the franchise fee the same at 5%. A motion was made by Commissioner Stump and seconded by Commissioner Dickerson to adopt both of the MOUs. Motion carried 5-0. COMMITTEE REPORTS: PLANNING COMMISSION Commissioner Stump stated the Planning Commission has not met. PARKS BOARD Commissioner Halbrook stated the Parks Board has not met, the next meeting is Wednesday with the major item being the Skate Rink. EVENTS COMMITTEE Commissioner Dickerson stated that the committee will be meeting this Monday and will be finalize the schedule for the season. April 30 is the “Big Flea” and May 21 is Springfest. SCHOOL LIAISON Commissioner Klobukowski indicated he will be testifying on April 7 before the County Council on the budget request and the expanded library hours. The three schools have selected the trees which will be planted on April 29 as part of Sustainable Poolesville on Arbor Day. TOWN MANAGER REPORT The Town Manager indicated that tomorrow is the annual spring street sweeping and public notice of this has been given. The Lori Gore Park is almost completed. The RFP for Planning Commission Streetscape Design Consultant is out and will be returned shortly. He also indicated that another worksession needs to be schedule and the Commissioners agreed on April 12, 2016 at 1 pm. ADJOURNMENT A motion was made to adjourn by Commissioner Dickerson and seconded by Commissioner Klobukowski. Motion passed 5-0.
