MINUTES OF THE MEETING OF THE VILLAGE OF PORT BARRINGTON BOARD OF TRUSTEES LAKE AND MCHENRY COUNTIES, ILLINOIS March 19, 2025 President Vogeler called the regularly scheduled Meeting of the Board of Trustees to order at 7:00 pm. The following Trustees were present: Tuke, Jurkowski, Grothendick, Lawrence, and Corrigan. Trustee Suddeth was absent. Lisa Waggoner was present. Trustee Corrigan motioned to set the agenda, affirming no conflicts of interest. Trustee Grothendick seconded. Roll call as taken: 5 Ayes, 0 Nays, 1 Absent. Motion approved. Trustee Jurkowski motioned to approve the consent agenda including the regular Board minutes of February 19, 2025 and the March 2025 Treasurer’s Report. Trustee Tuke seconded. Roll call was taken: 5 Ayes, 0 Nays, 1 Absent. Motion approved. Bills payable through March 19, 2025 was before the Board. Trustee Grothendick motioned to approve the Bills Payable. Trustee Tuke seconded. Roll call was taken: 5 Ayes, 0 Nays, 1 Absent. Motion approved. PLANNING COMMISSION No information was presented on this subject. HEALTH AND SAFETY Trustee Lawrence sent the Sherrif’s contract to the Village Hall. President Vogeler requested it be sent to Island Lake for them to bid on service. They are considering extending a proposal for code enforcement and Police enforcement. Trustee Lawrence stated it was already sent to McHenry County. A list of waste haulers was received from SWALCO. Trustee Corrigan sent the previous contract information to Trustee Lawrence. Trustee Suddeth arrived at 7:08pm. Trustee Lawrence stated he had questions about dates for landscape waste pick-up. President Vogeler suggested to reduce pick up from 12 months to 8 months and see if there is a cost reduction. Trustee Lawrence intends to get bid requests sent tomorrow and accept proposals until 04/30/2025. A pre-proposal meeting will be scheduled on 04/07/2025 at the Village Hall and will include President Vogeler. Village Clean-up is scheduled for May 17, 2025. STREETS AND ROADS Trustee Corrigan stated that the Center Street bridge project was approved through IDOT. A meeting will be held for all residents who will be impacted on April 9, 2025 from 6:00 – 6:45 pm. HLR will do a presentation and answer questions from residents. There is a list of 95 addresses submitted. The Village Administrator will do a mailing to alert those affected. FORESTRY Trustee Corrigan will order a tree for Arbor Day. President Vogeler suggested a printed card for each tree in the circle around the pond. PARKS AND RECREATION Trustee Jurkowski stated the community breakfast at No Wake is scheduled for 10am on Saturday. The Recreation Committee is getting ready for the annual Easter egg hunt. Trustee Suddeth stated that a proposal from ILM was received. It included fountain removal and reinstallation for pond maintenance. They propose 4 site visits to maintain native plantings. They recommend planting 300 Irises and treatment of duckweed and other work. The total proposal cost is $4,002.00. President Vogeler said to put it in the budget. Trustee Suddeth will look into the chemicals in the proposal. Eleven people attended Bassett training. COMMUNITY RELATIONS No applications have been received yet for the Village Scholarship. FINANCE Trustee Grothendick stated that the Village must report Arpa grant allocations by the end of April. Budget meetings are nearly complete. Two bids have been received for the installation of the solar panels. Questions remain regarding service and rebates. There is a 12-18 month process to get all rebate money. BUILDING AND ZONING No new information was presented on this subject. VILLAGE ATTORNEY A petition was filed for a Sherrif’s deed for taxes for the Cheeseman property. The owner has until August 14, 2025 to redeem. 2021, 2022 and 2023 taxes were sold. Since it is non-buildable the buyer may withdraw. ADMINISTRATION Early voting information for the election is available. Donna Erfort is starting the NPDES report. PUBLIC WORKS A resident called about a dead oak tree on Village property near 203 Eastwood Court. Zach stated it is hollow and dropping branches. President Vogeler instructed to get an estimate for removal. Public Works is installing fences at Fox Trail Park. VILLAGE PRESIDENT President Vogeler stated he would get pricing for siding for a special project to include in the budget. President Vogeler and Trustee Corrigan had a meeting with State Senator Darby Hills last Friday. The Village can get information on grants from her office and Ms. Hills will write a letter of recommendation for grant applications. President Vogeler stated the Village must find a replacement to fill the vacancy left on the Board for Northern Moraine when Don Ashley left. He asked Tom Fleissner to volunteer but he declined. OLD/NEW – no information presented. The meeting was open to the floor at 8:15pm. No questions or comments were heard. Trustee Suddeth motioned to adjourn the meeting. Trustee Grothendick seconded. Roll call was taken: 6 Ayes, 0 Nays and 0 Absent. Motion approved. The meeting was adjourned at 8:16 pm.
