Planning Commission Meeting August 26, 2019
A meeting of the Planning Commission was held on Monday evening, August 26, 2019 at
Village Justice Courtroom, 350 North Main Street, Port Chester, NY at 7:00 p.m. with
Commissioner Peter Coperine presiding.
Present in addition to Commissioner Coperine were Commissioners, Espinoza,
Montesano, Passarelli, Scarola and Summa
Also present was Village Attorney Anthony Cerreto, Planning Director Eric Zamft,
Assistant Planner Adam Pisarkiewicz, Village Engineer Vincent Masucci and new Assistant
Planning Director Curt Lavalla.
The meeting opened with a quorum at 7:00 p.m.

Case No. 2018-0169 – New Public Hearing
An application submitted by Pierre Sarrazin of Sarrazin Architecture on behalf of 66
Pearl Street Realty, LLC for property located at 66 Pearl Street, Port Chester, NY known and
designated as Section 142.30, Block 1, Lot 75 to consider request to: demolish existing 2 story
residential building, and an addition of existing car repair garage building with site
upgrades and redesign of parking

John Colangelo, Esq. represented this matter for the applicant. Mr. Colangelo began by
saying rather that the concerns that were left opened from the last meeting have all been resolved.
There was a brief discussion with regard to the screening surrounding the property which has been
updated to include fencing with a few open slits to provide additional lighting into the parking
areas while screening the public from seeing the parking entire lot.
No one from the public spoke for or against this matter.
On the motion of commissioner Scarola, which was seconded by Commissioner
Passarelli, the Public Hearing was closed.

Dogs Ops Westchester, LLC on property located at 142 Midland Avenue, Port Chester, NY
known and designated as Section 142.53, Block 1, Lot(s) 3 to consider request to: Obtain Site
Plan and Special Exception Use approval for a Dog Day Care to include board and care of
small dogs and incidental sale of dog related products
Although this matter was on the agenda for a Public Hearing, the matter could not be
heard due to a Public Noticing error.

Case #2018-0175 - Continued Public Meeting
an application submitted by Daniel Mayet, AIA on behalf of Luis Lopez for property
located at 7 Willow Street, Port Chester, NY known and designated as Section 141.38, Block 2,
Lot 47 to consider request to: convert existing space (formerly cabaret) into a new
restaurant.
Mario DeMarco Esq. and Oscar Ovalle Architect represented the matter for the applicant.
Mr. DeMarco said that the last time they were before the Board they asked for certain issues to
be addressed and he believes that they have been addressed satisfactorily with the exception of
valet parking. The valet parking is not within the jurisdiction of the planning Commission and
will be handled elsewhere. Mr. DeMarco said he is asking the Commission to approve the
application as it is subject to the conditions of the valet parking permit.
Commissioner Coperine reminded Mr. DeMarco that the matter would first have to have
a Public Hearing.
Mr. DeMarco said that the changes dealt with the staging area, the parking and the ramps
for the sidewalks and the lining in the crosswalk area. All new sidewalks will be put in place.
Planner Adam Pisarkiewicz said that most of the Engineering issues were addressed at
the last meeting. The traffic study has been completed by AKRF. AKRF made recommendations
sand the applicant agreed to install the recommendations.
Planning Director Eric Zamft said as a matter of clarification the application as currently
proposed by the applicant would be utilizing the parking variances that were granted by the
Zoning Board of Appeals and not try to go down the path of valet parking at this time. To which
the applicant agreed was correct. Mr. Zamft further clarified for the Commission that the
applicant is providing a certain amount of parking on site on the adjacent parking lot and they
have variances from the ZBA. The applicant said they were granted the variances and would be
compliant with such. (Valet parking permits are issued through the Village Manager’s office
and are reviewed by the Village Manager’s office, the Traffic Commission and the Police
Department.)
Village Engineer Vincent Masucci said the Engineering issues have all been addressed by
the applicant and he is satisfied. As for the sidewalk the only responsibility the owner has is the
sidewalk directly in front of the establishment. The ramp, although ADA outdated is the
responsibility of the Village where certain grants are available.
Mike Beattie of AKRF said a parking study was done last year that showed there was
enough on street parking and parking in the area to absorb the kind of traffic that would be
generated by the restaurant The proposed layout of the parking lot at 10 Willow Street includes
10 perpendicular parking spaces including one handicap parking space, a 23-foot drive aisle, and
three parallel parking spaces. The proposed perpendicular parking spaces are 9-feet wide by 18-
feet long while the three parallel parking spaces are 9-feet wide by 22-feet long. The proposed
handicap parking space is 9-feet wide by 18 feet long, with a 5-foot access aisle.
To comply with ADA, the applicant should provide a van-accessible handicap parking space that
is either 11 feet wide with a five foot wide access aisle, or eight feet wide with an eight foot wide

access aisle. This can be achieved by narrowing four parking spaces to eight feet wide marked
compact parking spaces.
Because of the parking shortfall, dead-end operation of Willow Street, and geometry of the 10
Willow Street parking lot, valet operations are required in order to prevent circulation issues at
both the 10 Willow Street parking lot and along Willow Street.
The revised parking layout shows two-foot tall plantings adjacent to the parking lot
driveway and a restaurant parking sign at the entrance of the parking lot. These plantings and the
parking sign are not anticipated to impact sight distance at the driveway; however, regular
maintenance should occur to ensure that the plantings do not become overgrown and obstruct a
driver’s view.
