CALL TO ORDER PUBLIC HEARING: Proposed Local Law 4-2020, “A Local Law Amending Chapter 22 of the Village Code entitled ‘Animals’ APPROVAL OF MINUTES: March 10 & 24, 2020 meetings PUBLIC PARTICIPATION: TREASURER’S REPORT: AUDIT & PAYMENT OF CLAIMS #17 (2019-2020) 1. Abstract of Unaudited vouchers for the General Fund for $4,415.10 2. Abstract of Unaudited vouchers for the Water Fund for $10,762.43 3. Abstract of Unaudited vouchers for the Sewer Fund for $80,244.72 COMMUNICATIONS: TRUSTEE-COMMISSIONER REPORTS: Administration/Community Association – Charles Harding, Trustee Planning – Comprehensive Plan Public Open House postponed Public Works – Michael Cashman, Trustee YARD WASTE PICKUP BEGINS TUESDAY APRIL 7. Cut grass will be collected in April and May but the last day for grass collection will be Tuesday May 26. Remaining lawn debris will continue to be collected as usual. ALL DEBRIS MUST BE IN SOLID CONTAINERS. Max. 40lbs. Overweight containers/bundles will not be picked up. NO PLASTIC BAGS. BRANCHES MUST BE TIED IN 4 FT. LENGTHS or IN CONTAINERS. Place containers/bundles between the sidewalk and the curb after 2PM on Mondays. We have distributed information on the benefits of leaving grass clippings on the lawn and composting .Further information is available from Broome County Cooperative Extension on Front St. Public Safety – James DeGennaro, Trustee Reports attached Parks, Water & Sewer – Robert Aagre, Trustee 1. In the effort to save money and provide better service, we switched to Sentry Security Systems at our 5 sewer pumping stations. 2. We used the recent Grant Money from the NYS Urban Forestry Council to purchase 20 sapling trees, some for the Park and public spaces, others for homeowners for their yards to help maintain the tree  2 canopy in our Village. Those wishing to have a tree can call Village Hall and leave their contact name, address, phone number. 3. All pump systems for water and for sewer are normally; all water testing results are where they should be. 4. Playground equipment in the Park remains closed at the current time. Walking trails remain open and residents are encouraged to use them, with proper separation. Zoning Board of Appeals – none OLD BUSINESS: RESOLUTIONS FOR APPROVAL: 1. Resolution scheduling a Public Hearing on 5/12/2020 at 6:00PM on the 2020-2021 Budget 2. Resolution scheduling a Public Hearing on 5/12/2020 at 6:00PM on Proposed Local Law 5-2020 amending Section 49-8 of the Village Code entitled “Sewers” 3. Resolution scheduling a Public Hearing on 5/12/2020 at 6:00PM on Proposed Local Law 6-2020 amending Section 62-8A of the Village Code entitled “Water” 4. Resolution determining that Proposed Local Law 4-2020, amending Chapter 22 of the Village Code entitled “Animals”, is a Type II action, a SEQRA form is not needed 5. Resolution Approving Local Law 4-2020, “A Local Law Amending Chapter 22 of the Village Code entitled ‘Animals’ as follows: At a regular meeting of the Village Board of the Village of Port Dickinson, held at Village Hall, 786 Chenango Street in said Village on the 14th day of April, 2020, the following resolution was offered and seconded: WHEREAS, pursuant to an Emergency Order of the Governor of the State of New York, notice was given that the Village Board will hold a Public Hearing on April 14, 2020 at 6:00 p.m. via Zoom Video Conference for Local Law No. 4 of the Year 2020 entitled “A Local Law Amending Chapter 22 of the Village Code entitled ‘Animals’”; and WHEREAS, notice of said public hearing was duly advertised in the official newspaper of the Village, and posted on the Village Clerk’s signboard; and WHEREAS, said public hearing was duly held on the 14th day of April, 2020 at 6:00 p.m. and all parties attending by videoconference were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law, or any part thereof; and WHEREAS, pursuant to the State Environmental Quality Review Act (“SEQRA”), it has been determined by the Village Board that adoption of the proposed Local Law constitutes a Type II Action as defined under 6 NYCRR 617.5(26) and (33); and WHEREAS, the Village Board, after due deliberation, finds it in the best interest of the Village to adopt said local law. NOW, THEREFORE, BE IT RESOLVED that the Village Board of the Village of Port Dickinson hereby adopts said local law as Local Law No. 4-2020 entitled “A Local Law Amending Chapter 22 of the Village Code entitled ‘Animals’” a copy of which is attached hereto and made a part hereof; and it is further RESOLVED that the Village Clerk be and hereby is directed to enter said Local Law in the minutes of this meeting and to enter said Local Law in the Local Law Book of the Village of Port Dickinson, and to give due notice of the adoption of said Local Law to the Secretary of State; and it is further  3 RESOLVED that this resolution will take effect immediately upon filing with the Department of State. Broughton Code Enforcement Officer Issued several garbage can/ removal warnings, and snow on sidewalk violations Follow up on 758 and 758-1/2 Chenango St. owner has not attempted any repairs per court agreement in the fall of 2017, court date is scheduled for 6/15/18, met in court with the atty and Judge and allowing owner more time to complete repairs as he has begun the work, court date is 08/16/18….recieved 2 calls from residents about this property, met in court and owner agreed to make significant progress by the next court date in September which he has failed to do, also was to notify me of his plans for the rear house by 8/30/18 which he failed to do. Requested building inspector to do an unsafe structure evaluation on the rear house…. Owner did not complete the repairs and we met at court and asked the judge for a $300.00 fine which was granted. I am now awaiting the unsafe structure report for the rear house from building inspector and will have that served upon the owner as well as another violation for the front house and garage repairs that were not completed from the previous violation. Met with Village engineer and building inspector at the site to review the status of the rear property, awaiting engineers report, I have a 2nd violation notice for the front house ready to be served when the rear property paperwork is prepared…12/2018 waiting engineers report for court paper to be drafted. Will be speaking with the owner during April 2019 and also awaiting engineering report from Ron Lake…Spoke with Atty Graves and will be drafting Supreme Ct documents…. Atty Graves turning this case over to new Atty who will be drafting court document to serve in Town Court…Attended September board meeting for this case and the owner did not show up, awaiting next step in legal action from Atty.Vanwhy Issued new violation to 801 Chenango st for paint on house and garage, received a call from homeowner who asked if he could have more time to complete the painting, advised him to send me a letter requesting the extension and I would grant one, work about 50% complete and I was advised it will be 100% in spring of 2020 wner has chipped/scraped the surfaces Issued paint violation to 662 Chenango St, owner has not started any painting repairs or contacted me , will be issuing an appearance ticket to court…appearance ticket issued to court, owner did not show up for scheduled arraignment and the court advised they would send her a re-scheduled date…New court date is 11/14/19 owner did not show up for court and the court will be issuing a criminal summons Provided court with updated address for service of criminal summons….
